It's both Economical & political oriented budget though it contains few elements of Economic planning for both Economic objectives. That is Economic growth as well as Economic development! Mind u that in most of LDCs Economists try 2 they level best to focus on Pareto optimality and pareto improvement but the problem is plannings are implemented on the politics grounds where are several lags toward the effectiveness of policies! It the challenge to the policy-makers!
