A Report: A Legitimacy Crisis Is Mounting Over Tanzania's Undisciplined Regime

Recently, the Overseas Development Institute (ODI) of the United Kingdom published a report titled:

The political economy of the investment climate in Tanzania

The report is based on a study conducted by Brian Cooksey & Tim Kelsall (2012), and was sponsored by DFID and IrishAid.

The major conclusion in the report is that:

The following is the synopsis of the report:


Although Tanzania suffers from an imperfect form of liberal democracy and high levels of corruption, it has attracted unprecedented levels of foreign investment over the past fifteen years, and is predicted by the IMF to be one of the fastest growing countries in the world over the next decade. This provides some grounds for thinking that Tanzania represents a case of ‘developmental patrimonialism', a type of regime that achieves development without conforming to ‘good governance' orthodoxy.

This Research Report rejects that idea. Drawing links between the management of economic rents and the climate for business and investment, it shows that rent management in Tanzania remains largely decentralized and undisciplined, with deleterious consequences for investors. In previously fast-growing sectors like mining, investors are increasingly circumspect, while high potential areas like horticulture appear largely ignored. The result is that recent increases in economic growth – which have yet to have a discernible impact on poverty reduction – are likely to be ephemeral. Tanzania, we conclude, is a case of ‘non-developmental patrimonialism', and its regime is likely to face a mounting legitimacy crisis in coming years.

What they fail to understand is, there is a good coordination in corruption in such a manner that by itself is an institution (well organized and formalized illegal practices cum corruption) that well govern those investments in mine sector. That illegal institution is governed under the legitimate institutional arrangement called "CCM". Long as you are operating under such an institution whatever practice/activities all put together under action arena is legitimized and well coordinated to make sure that the actors interests are protected.

As long as the players are remained to be the "CCM" the business environment in those specific investments such as mines and now gas will be made right. This will continue to foster the general country's economic growth and the per-capita of individuals with bundles of rights in those investments (through their political positions in the party) while the majority will come out poor and marginalized.

Happy am I to see such an institutional arrangement which has formed a kind of dominant system is now weakened by the a group of elites which are not embedded or connected to that institutional arrangement.

This is an interesting topic to be studied by a PhD political economy student.

It is alarming, just look at how good the post is, and how bad the response is from we members of the forum. Finland is recovering 80,000 euros of development cooperation funds from Tanzania. The reason for the recovery is the irregularities detected in the financial management of the programme for supporting Tanzania's local government reform.

According to the special audit commissioned by six donor countries, 280,000 euros of the funds intended for the reform of Tanzania's local government have been used for unacceptable purposes. The countries financing the programme have decided to recover the funds and have officially notified the Tanzanian government of this. Finland's share of the support to be recovered is about 80,000 euros, which corresponds to Finland's share of financing for the support programme.

The irregularities in financial management were originally discovered during the routine monitoring of finances. Payments to

the support programme have been suspended, and the whole programme will be terminated once the last investigations are completed in 2014.

The reform of Tanzania's local government aims at the decentralization of administration and the improvement of basic services provided by municipalities.

"We don't approve of the misuse of funds; therefore, the issue is investigated thoroughly. However, the people who suffer the most are ordinary Tanzanians who need the basic services provided by municipalities," says Helena Airaksinen, Head of the Unit for Eastern and Western Africa at the Ministry for Foreign Affairs.

"The case is very regrettable, but also shows that the monitoring works. It is also positive that the Tanzanian authorities really want to cooperate in resolving problems and correcting the shortcomings in financial management," Airaksinen continues.

For the special audit the auditors have gone through the accounts of the programme for the years 2009 to 2012. The unacceptable expenses discovered in the audit mean, for instance, cars purchased at exorbitant prices and excessive and unduly paid per diem allowances and fees.

The donors will commission one more special audit that concentrates on the support programme's last year of operations in 2012–2013, and will once again go through the large purchases made during the operating year of 2011–2012. The audit will also reinforce the activities of the local audit office so that misuses can be prevented more effectively in the future.

During 2009–2011, Finland, Sweden, the Netherlands, Ireland, Japan and Germany allocated a total of 16 million euros in support for the local government reform.

The ruling party is now commemorating 37 years of its' existence, with a big mess going on, and no one seems to be interested, willing or care to address it. Now every one says he wants to run for hig office, clearing breaking party rules. And those who were supposed to stop it are crying foul in media. Indiscipline at the best.
