You may be right. He however said, "MOST [not all] of his west side is obstructed". I based on this to suggest 28°E. To receive 28°E, the dish almost has to face the sky the closer one gets to longitude 28°E; & Rwanda is quite close to longitude 28°E. I reside at about 32°E near the equator & my offset dish has to almost face the sky to receive 28°E.
