Association of Tanzania Employers (ATE) has proposed that Ministers should be barred from being Members of Parliament and that the cabinet is to be made of, in their words ‘experts only’.
The statement was issued yesterday to the Constitutional Review Commission (CRC) by ATE Executive Director, Dr Aggrey Mlimuka as he shared his opinion to the constitutional review team.
Dr Mlimuka is of the opinion that serving in both capacities has proved to be too much to juggle as ministry responsibilities are given priority leaving the duties of an MP left unattended and as such undermines national development.
ATE, through their executive director, also proposed that the new constitution ‘minimise government’ or in other words reduce government influence over social- economic activities. To achieve this, ATE suggests that the number of ministries be reduced.
“…the current government structure is too large…” the executive alleged and further explained that such ‘large’ government needs a lot of money to operate burdening the already strained tax payers.
Also, the executive called for a simple and clear publication of tax rates in its many forms. He lamented that the current tax rates are ‘too high’ for, apparently employers who according to him are heavily burdened because as he explained it.
“…the government wants every employer to contribute 6 percent of his employees taxes…this rate is too high…its unfair to the employers…” he complained.
Still on taxes, he proposed that the new constitution create conducive business operation environment s by lowering the taxes they are levied with.
He called for, good governance and transparency in government spending saying it is the only way to reduce corruption. He then proposed that election disputes be submitted to court within seven days, and court to rule within 30 days.
Finally, the executive proposed the formation of an independent National Election Commission (NEC) since the current election commission is not independent and is allegedly not performing to expectation.
