BAE won't refund money back to URT; will give it to charities!

I will write a letter to BAE.. to congratulate them for this incredible good news.. haiwezekani mzembe atuzwe!
Hela zao wanawagawia wahindi madalali, hizi za BAE zahusu? Tumezoea usanii usanii tu hata kwenye mambo makubwa hatuoni haya.
 
Kifupi ni kwamba serikali yetu haiaminiwi ndiyo message halisi ya email ya BAE na serikali ya UK kwa URT but bravo BAE
 
Hivi kuna mashirika mangapi ya Charity Tanzania au wanamaanisha NGOs/CSOs/CBOs/FBOs?
 


ndiyo maana ningekuwa mimi.. ningependekeza Ubalozi wa Uingereza wenyewe usimamia matumizi ya fedha hizo kwa kuchagua miradi iende wapi kwa kutangaza taasisi za elimu ya juu binafsi kuandika project ili waweze kupata fedha hiyo.. Na wakati huo huo kutangaza kuundwa kwa timu itakayosimamia ujenzi wa hospitali ya kisasa ya watoto (Tanzania National Children's Hospital) or something.. that is tangible.. hakuna kuwekeza kwenye "mchakato wa utatuzi wa tatizo la vipepeo wa rangi nyekundu!"

Why dont they declare that it is corruption na sio accounting error. This show hawataki kudhuru maslahi na kuharibu image ya serikali yao. If learned brothers/sisters at Attorney Generals Office are serious time will tell and we will see.

Nadhani SFO waliishia walipoishia kulinda maslahi ya UK. But so far wanaahitaji pongezi .Ni changamoto Upande wetu TZ sasa tujue nini kilitokea , nani alifanya na atahukumiwa adhabu gani.

Mwanakijiji una-assume UK iko clean kwenye hili suala baada ya upelelezi wa SFO hivyo itakuwa tayari kusimamia in a clean way matumizi ya hizo fedha huku TZ. Kama hawakuwa clean kutuuzia rada. Wakaacha kuwa clean enough kufungua kesi baada ya uchunguzi wao what make you think watakuwa clean now?

The decision of the Serious Fraud Office to recommend prosecution of BAE Systems is to be welcomed. Britain's record in implementing the international convention that makes it illegal to offer a bribe to a public official abroad has been very weak. And I know from my involvement as international development secretary in one of the four cases where the SFO is recommending prosecution, the sale of an air traffic control system to Tanzania, that the record of BAE looks very grubby indeed.

I bumped into this saga in 2000 when we were proposing a big increase in aid to Tanzania in order to help fund universal, free primary education. One of the Department for International Development officials then informed me that an old proposal for the sale of a military air traffic control system, which had been blocked many years earlier, had re-emerged. The old proposal had been divided by BAE into two phases in order to make it appear cheaper.

My problem was that the increased aid would end up paying the BAE bill. Tanzania had recently received debt relief and one of the conditions was that it would not borrow money except on concessional terms such as those available from the development banks. Yet this project was to be funded by a loan from Barclays bank, which claimed to be concessional. Since Barclays is a commercial company, it did not seem credible that they would offer loans below market prices. The suspicion was that they had simply inflated the price and then pretended the loan was concessional.

The local representative of the World Bank therefore asked the International Civil Aviation Organisation to report on the project. The report said that the system was very old technology and was military, not civil. Tanzania had no use for such a system. It did need better civil air traffic control to improve tourism. A loan was available from the European Investment Bank to install a state-of-the-art system for Tanzania and its two neighbours that cost less than half the BAE system.

At that stage, there was no evidence of bribery but it seemed obvious to me that such a lousy deal could only be explained by corruption. Later, the Guardian exposed evidence of the bribe.

I did all I could to get the government to refuse an export licence. New Labour came to power on a commitment to tighten up on arms sales. Robin Cook had therefore negotiated an EU-wide deal that banned the sale of equipment that threatened aggression, repression or sustainable development. Clearly, this proposal threatened the development of Tanzania, which is one of the poorest countries in the world. My case was strong, but Tony Blair supported BAE, as always, and other ministers would not stand up to him. To our shame, the export licence was granted.

The evidence in this case must be aired in court. BAE must be prosecuted and then an inquiry held to ensure that no future British government supports dirty deals of the type that I am convinced this was

UK haiko clean. Tony Blair ndiye aliyelazimisha deal liendelee huku Mh. Mkapa akipewa cheo cha U-commissioner for Africa whatever.... Claire Short cried out loud to alert everyone at the conception of this stinking deal.

But since we couldn't even dare investigate on our side to oust the culprits... who are we to propose on whom should the compensation money go through?

Mimi nitafunga safari ubalozi wa Uingereza kuomba visa kumzika huyu Clare Short, kama vipi nitawaonyesha passport na bith certificate yangu ya Tanzania, na hii article, na kuwaambia kwamba kumzika huyu mama kwangu mimi ni muhimu, kwani wakati kina Mkapa, MrambaChenge na Kikwete wanatuambia "radar itanunuliwa hata kama wananchi itabidi wale majani" huyu Muingereza alikuwa anapinga at the expense of kibarua chake na popularity yake.
 
Steve D huoni kuna ushirikiano wa kimataifa (international relation) katika ku-cover hili soo la BAE? Ndio maana nasema kama UK haiko clean kwa kutofanya prosecution baada ya SFO kumaliza upelelezi kwa nini wanajifanya clean katika suala zima la kurejesha vijisenti? Why should one government pretend it is cleaner than the other government given that they eat/ate together as per international relations? What is the catch - Elections?

Inasikitisha sana kuona viongozi wetu walivyo. Mi nadhani hawa jamaa (viongozi) ni kwa sababu ya protocal za kimataifa tuu....lakini wakipita airports za huko duniani wanachekesha sana, wazungu wanatuona miafrika ni milofa tuu. Yaani kweli..Rais anapanda ndege na delegation nzima kwenda kuongea na Ray Chambers huko USA atupatie "mosquito nets" wakati wanaotuibia hela nyingi (ambazo sio tuu zingenunua nets, bali zingesaidia kutokomeza malaria) tunawafumbia macho? Hivi kweli what is wrong with Africa and its Africans? Mi nadhani there is something more to it than we SHALL ever know!
