As they say "trust the path you choose it will protect you" small semi processing industries(SSPIs) as small and many industries that are specialized to convert intermidiate product in usefull final product example is when you process crude sunflower oil into finished quality refined sunflower oil in this case intermidiate of SSPIs is crude sunflower oil and final product is refined sunflower that is produced by SSPIs .How can SSPIs lead us to the nations of innovation, fair competition and the role of the government in ensure that SSPIs prevail and sustain for the long run economic growth
Government side
1. Policy should recognize SSPIs as small investors and have Tanzania Investment chamber(TIC) recognize them to invest with no limit which is 50k dollar to local investors but allow SSPIs to import their small machine and remove the burden of taxes that they face in the ports and TRA and allows TIC to give and cluster the land to those SSPIs in order to create the special region that are specific for certain productivity by doing it will create high productivity with little cost if one produce intermidiate and other use that intermidiate to create their own quality end product
2. Financial institution that are in government owned should create the one stop financial institution that is responsible to give economic advice to the SSPIs and in that one stop financial should be have experties in planning and financial management to make sure the money given to SSPIs is effective used for development purpose in the special region and their work will be be responsible for the land given by TIC and allocate SSPIs respectfull and with the look of which is what meaning which product are intermidiate and allocate those intermidiate SSPIs to respective SSPIs responsible for product finished quality product and services this will create more jobs for those study project management and with their talent the country can open many project that not only produce more employment but also technlogical progress will be sustainable
3. Merging of all authority that responsible with innovation and small industries such as SIDO,CosTech,TEMDO with SSPIs this will allow the innovation to grow SSPIs buy the machine and see the advantage and disadvantage the challanges of those machine and the area of improvement so due to this mergeng SSPIs will gain support with those responsible authorities to join in order to produce a machine that is more cost effective that can be sell to other emerging SSPIs this will not also increase employment but also continue to reduce the dependence of machine from abroad

in the area of improvement and innovation

4. To find the local and international market for the product that will be produced by SSPIs this will increase the revenue of the SSPIs and will also increase the tax generated and foreign money from selling of quality product produced by SSPIs
SSPIs side
1. Responsibility of the SSPIs is first to know well on what they want to produce by looking at statistics on demand of what they want to produce
2. To create the road map on the whole chain start from where they get their raw material in this case their intermidiate product their suppliers details and the competative price how those product will reach them and in term of machine details on the company that they purchase their machine its capacity and its maintanance guide and by doing that it will create their financial requirement in which is need to be shown on the business plan and how can they profit from that product they want to produce
3. To ensure that they learn from where they purchase their resource in order to shift that knowledge to the local on how to produce quality product and machine in low production cost to be awere on the challenge on the machine they purchase and see the area where those machine can be upgrading and improved in order for increase of their productivity and make sure every details on production process has been noted for the future use
4. SSPIs need to be in unity and interact one another to see the progress they made in those area of prdoduction sharing and exchange of ideas opinions and challanges in which they face in the cluters that TIC via one stop Financial institution gave them by doing this there will be a large data of information on how and what to improve in order to continue produce quality products at lower production cost and also sharing of one market in order to promote the country and increase their revenue by selling their quality product abroad
