Principal Judge Shaban Lila
The Tanzanian judicial system has outlined a plan for improving its legal system through the development and application of ICT solutions. The newly appointed Principal Judge Shaban Lila said during the swearing in yesterday at the State House.
Speaking in the side lines soon after he was sworn in by President Jakaya Kikwete, Principal Judge Lila said the priorities for the judicial system was, to accelerate access in its judicial system, increasing the visibility of judgments and ensure there is timeliness of cases.
The 22 years experienced legal guru went further saying his office tenure will be intensely determined by a reduction in period taken to finalise cases and backlogs in the courts.
Judge Lila said his tenure will also increase efficiency of operations and stand for increasing productivity in and outside the courtroom.
He told the media at the scene that application of capacity building on the use of Information and Communication Technology (ICT) in the legal system will ease deliberation of cases and improve infrastructures across all the courts in the country.
He pointed out another concern being sustainable implementation and ongoing maintenance of systems structures with an aim of making a noticeable difference to the outdated traditional operations that has impelled disappointment on the courts profile in the country.
"ICT will substantially improve the in - court processes such as recording and transcribing case files and more automated correspondence and orders via judiciary database." he said
From the recent media reports all high court judges have been provided with laptops, which carry all the Tanzanian laws and law reports as well as digitised books.
However the current Case Management System (CMS) is done via connectivity between and within courts through the Local Area Networks that have been installed and is use more for Internet access than for information sharing.
It is expected that in the next phase of the ICT Project, the Internet connectivity will be extended to the zonal offices of the High Court.
Judge Lila was appointed new Principal Judge following the retirement of Judge Fakhi Omar Jundu. He holds an LLb (Hons) from the University of Dar es Salaam with certificate attendances from various institutions and has worked in the country's legal system since 1991.
The Judge's 22 years experience in judiciary system made him a career man recently serving as High court judge and registrar for Ilala zone.
