Kuna habari mpya ya kujenga uwezo wa Vyuo vya Elimu ya Juu 2009/10. Bodi itatoa mikopo kwa Waalimu/wanafunzi kusoma Masters na PhD ktk Vyuo vya Tanzania. Wanafunzi watakaopata mkopo ni wanaofundisha ktk vyuo hivi na ambao wana admission tayari na barua ya mwajiri!

3.10 Postgraduate students

In order enhance adequacy of academic staff in local Higher Education Institutions, a limited number of loans will be available to academic staff pursuing masters and PhD courses. Loan applicants for Masters or PhD. Programmes must meet the following conditions:-

3.10.1 Must be a Tanzanian

3.10.2 Must have been admitted at accredited higher education institution in Tanzania.

3.10.3 A person who is not funded by other organizations or sources.

3.10.4 Must complete loan application forms (SLF4 and SLF2)

3.10.5 Must hold a first degree or advanced diploma with a minimum of Upper Second class (for applicants pursuing Masters degrees) or masters degree of Upper second class (for applicants pursuing PhD degrees).

3.10.6 Must be a teaching academic staff at an accredited higher learning institution in Tanzania.

3.10.7 The application should bear a recommendation letter from employer addressed to the Board supporting the request for post graduate loan

3.10.8 The employer must execute a guarantee for the borrower or a collective agreement to repay the loan on behalf of the borrower.

3.10.9 She/he must have started to repay a previous loan, if he/she is already a student loan beneficiary.

My take:

This is a good move though late! Bodi ingeanza hii sera mapema ili kujenga uwezo wa hivi vyuo mapema zaidi.

Mwanafunzi wa shahada ya Uzamivu (PhD) huchukua mda mrefu miaka 4 na zaidi. Mpango huu ungeanza say 2004 sasa bunch ya waalimu wa kwanza ndo wangekuwa wanahitimu!

My take:

This is a good move though late! Bodi ingeanza hii sera mapema ili kujenga uwezo wa hivi vyuo mapema zaidi.

This can't be propaganda. We are facing a significant shortage of lecturers in higher leaning institutions. For a couple of years we focused on establishing institutions, the efforts which didn't go hand in hand with other essential resources, including human. So, this move is a good move despite been late.

Mie nadhani investment ktk human resources should have been given priority in the planning earlier. Huwezi kuongeza na kuchuchua wanafunzi tu kwanza wakati waalimu ni kidogo especially in higher learning institutions!

Again is the question of quantity versus quality of what is produced in these institutions. If you enrol many students without correspondingly recruiting qualified lecturers, we get into a danger of compromising the quality of output at the end!

Nina rafiki yangu hapo UDSM ameniambia yeye darasa lake ana wanafunzi 250 sasa na 7 years ago walikuwa 40 tu! Kwa hiyo katka mitihani sasa ataoa zaidi multiple style questions ili aweze kumaliza kusahihisha in time!

Hoja yangu ni hii: Investiment in human resources in higher learning should have been earlier as such training takes long time!

Hilo la uchaguzi..unajua higher learning for a long time wamekuwa pro-opposition yaweza one of reasons!

Pamoja na ukweli kuwa tuna shortage ya ma lecturers, lakini hiyo ni move ya uchaguzi, wenye pass zao wachangamkie maana uchaguzi ukipita utakuwa ndio mwisho. Nasema hivi kwa vile si mara ya kwanza. nakumbuka wakati wa walipoanzisha board ya mikopo mwaka 2004 walitanganza kuwa watasomesha na watu wa postgraduate. Kwa tunaosoma majira mara moja nilichukuwa form ya masters na kujaza form ya mkopo. Tulipopata admission wakaanza kugwaya kutusomesha, tukawaambia kuwa sera yao inatamka hivyo na kwa vile ilikuwa kipindi cha uchaguzi wakaamua kutusomesha. Mwaka uliofuata wakabadilisha sera kuwa wao wanadeal na undergraduate. Kwa vile walisha jikomit kutulipia walimalizana nasi ila waliofuata hawakulipiwa.

Hivyo nawashauri tumieni fulsa hii wenye GPA zenu nzuri kabla mlango haujafungwa.

I acknowledge what the HESLB has just decided I f at all It is true concerning the loan for master and PhD candidates.My comment on this is that for the long time there has been poor policy and poor policy makers in our country Tanzania.Vision less people who never thinks of the future of this nation. The selfish elite who took good work just to think of themselves.Money invested in education is not money wested.The power of any nation is it it power to educate its national and to transform the nation through education.Example for last 30 year china has done big reform in education and other sector believing that education can transform their nation.China is developing very fast because it skilled labour to realize the transformation.by 2010 china will have more engineers and scietist than US.2001 5% of 24 year old in hold Bachellor degree in engineering and science, the same year had 39%, South Korea Japan and Taiwan each had 19%. By 2010 the 90% of world engineers and scientist will come from Asia and most will be produced by china. In my view the to grant loan to Master and PhD came very late.Expanding primary school without exapnding secondary schools was wrong policy,again expanding secondary schools without expanding Colleges and University was another nose diving in the policy making. Tanzania is currently fearing to join east
africa because its people are not able to sustain competition.Let us go back to Nyerere's policy and vision for this it at all we Nationalist.Hivi when politician and the parliament are passint openning of more universities witout clearly telling how they are going to handle the issue of lectureres was in their mind. I think it is wise to leave issue of loan open to all tanzanian who are qualified for master and PhD rather than creating classes of people. restricting loan to those who intending to teach in higher institution is wrong.You never fill the gap. Nchi isiogope kuwekeza kwenye elimu kama kweli tunataka maendeleo.For today let me end here.
