The internet has become an essential tool for education, communication, and economic empowerment in the 21st century. However, a significant portion of Tanzania's population remains unconnected due to affordability challenges. This essay proposes a collaborative approach involving the Tanzanian government, TTCL (Tanzania Telecommunications Company Limited), and private telecommunication companies to provide free basic internet access (minimum 1 GB per month) and free installation for every citizen.

Limited internet access in Tanzania stems from several factors. High data costs are a major barrier, particularly for low-income households. Additionally, underdeveloped infrastructure, especially in rural areas, restricts internet connectivity. Despite these challenges, Tanzania possesses significant opportunities. TTCL, a state-owned company, has a vast national network and can act as a crucial partner. Private telecommunication companies also have established infrastructure and expertise. A collaborative effort can leverage these strengths to bridge the digital divide.
The Collaborative Model, we need to have a proposed model envisions a partnership between the government, TTCL, and private telecommunication companies. Government Role: The government will play a central role in establishing the framework and providing financial support. It can:
Dedicate a specific budget towards subsidizing internet access for citizens. This could be a percentage of existing telecommunication taxes or a separate allocation. The Tanzanian government, through the Tanzania Revenue Authority (TRA) and the Ministry of Finance, can bridge the digital divide by allocating funds for free basic internet access. TRA's tax collection can be leveraged to subsidize data costs, while the Ministry of Finance guides responsible allocation.
