Let me quote the report's conclusion:

'This suggests that factors other than bribery are likely to be the cause of high transportation costs in Tanzania'

I think other contributing factors are:
1. poor roads maintanance.
2. high costs of spare parts and truck maintanance. parts cost more than twice in TZ than in UK or USA for sure.
3. many trucks were imported into TZ in second hand condition i.e after their economic usage time scale about to expire. these trucks are expensive to run.
