Isuzu, Toyota Kenya and Simba Corporation — which sells BMW cars and Mitsubishi trucks and other brands — recorded reduced orders last year.
Market leader Isuzu’s sales dropped from 4,858 in 2016 to 3,940 in 2017, while the orders for its top rival Toyota, including Hino buses and trucks, fell from 2,778 to 2,508 over the same period.
Simba Motors’ sales declined from 2,343 to 1,785. Toyota, Hino and Mitsubishi trucks are assembled at the AVA plant in Mombasa.
Major auto manufacturers
Despite the fall in volumes, things are looking up for the region’s vehicle assembly industry with the recent entry of major auto manufacturers — Japanese giant Toyota in 2015, Germany’s Volkswagen (2016) and France’s PSA Group, the maker of Peugeot in 2016.
By the end of June, Volvo Trucks of Sweden is expected to unveil its $25 million vehicle assembly plant at the AVA plant in Mombasa, following its partnership with NECST Motors. India’s Ashok Leyland is also planning to set up an assembly plant in Kenya.
This new interest opens up the region to secondary business opportunities, job creation and technology transfer as these auto makers bring with them spare parts business, third party supply contracts and dealership opportunities.
This is supported by friendlier government incentives like the case in Rwanda, which offered Volkswagen South Africa tax exemptions and friendlier policies.
“These kinds of investors are looking for long-term opportunities that are safeguarded by policies. Commercially, they are not going to move in and invest unless they know the government is going to support them for the next 10, 20 or even 30 years.
“Otherwise, they’ll head to another market where there isn’t any risk,” Mr. Williamson said.
Govt policy
Sun Qingzhong, general manager of Foton Motor Kenya, which launched its first assembled trucks at the AVA plant in January, concurs with this thought saying they were attracted by the change in government policy, especially on leasing new vehicles.
“With this new plant, we will also provide spare parts, after-sales services which will create more job opportunities, contribute to the development of regional economy,” Mr Qingzhong.
In January, VW confirmed it would be investing $20 million in a new vehicle assembly plant to produce three car models and car rental services in Rwanda, with the first vehicle expected to come off the assembly line by June.
This venture, with an installed production capacity of 5,000 units, would also provide a new avenue for used cars for businesses, through a car rental business.
“The investment is set to be rolled out in three phases, with the consequent phases seeing the firm increase production capacity, car models, employees, scale up the mobility solutions and possibility of exports,” Thomas Schafer, the chief executive of Volkswagen South Africa said.
The big question, however, remains: What strategy will these new entrants employ? The likes of Isuzu and Toyota Kenya have benefitted from government contracts which have sustained their models. Volkswagen, on the other hand, is trying out a car hailing and rental service.
“We hope to have our locally made cars serve to gradually phase out used imports in the region. We will also rope in the corporates on our car renting programme,” Mr Schafer said.
For these assemblers, government business has been an attractive factor in this market with Kenya alone leasing more than 4,500 vehicles over the past six years.
This could get a boost when a new leasing contract worth $134.7 million comes into effect later next month as Kenya starts the second phase of the government leasing programme that will see more than 1,380 units leased to various government departments.
It is also expected that the now used 2,700 vehicles previously leased four years ago for $67 million will find their way into the country’s used car market as Treasury angles to use this a method to push down the country’s high import bill that has been propelled by the used car market.
However, Vaell regional managing director Paul Njeru says that this would be bad idea given that some of these vehicles from new vehicle dealers and assemblers could be too expensive for the local market.
“We have also seen most vehicles having a very low mileage of which if the government extended the lease, they would save the taxpayers a lot of money. An extension of a few years would allow the vehicles to be sold at near residual value in future to a ready market,” Mr Njeru said.

Volvo Trucks is set to begin assembling lorries in Kenya next year as part of a Sh2.5 billion ($25 million) investment that will see the Swedish company become the latest motor vehicle maker to go into local production.
Under a dealership agreement signed yesterday, local dealer NECST Motors will provide the direct investment capital for the assembly line at the Associated Vehicle Assemblers plant in Mombasa. NECST has also committed to set up 20 dealerships in East Africa.
“We believe strongly in the growth of this region, Kenya and the neighbouring countries, and that’s why we think now is a better time to invest in this country,” said Vovlo Trucks president Mr Claes Nilsson.
Kenya will become the third African country to host a Volvo Trucks assembly facility, after South Africa and Morocco.
The deal with NECST is a turning point for Volvo Trucks, which says it did not sell any lorries in Kenya last year. Volvo Trucks said its previous dealer, Portugal’s Auto Sueco, was unable to accommodate the East African expansion plans.

German carmaker Volkswagen is looking to double production in Kenya and to introduce a new model at its Thika plant, a huge boost for President Uhuru Kenyatta’s Big Four action plan.
VW South Africa head, Thomas Schaefer, told Mr Kenyatta at a meeting in the South Africa Friday that the firm was exploring producing a second model in Kenya, possibly a hatchback (small SUV), while doubling production of the VW Polo Vivo to at least 300 vehicles.
Growing the automotive industry is one of the key elements of the president’s industrialisation agenda, part of the Big Four plan of delivering affordable housing, universal healthcare for all, food and nutrition, security and increased manufacturing.
President Kenyatta welcomed VW’s commitment to growth of its Kenya facility, saying that the country had a ready market for cars produced locally, provided that they were sold at affordable prices.
“We will walk this journey with you to produce affordable cars. Our plea is that you price these vehicles reasonably,” the president said.
“We are very keen that our youth, a highly educated group, can get to work in a company of great technological sophistication as VW, which is why we welcome your plans to go full throttle to increase production,” he added.
Mr Schaefer is also responsible for VW’s operations in Africa.
His vision is to see a successful operation in Kenya in the east, Nigeria in the west, and South Africa

Isuzu opens Sh700m vehicle plant in Nairobi

Isuzu East Africa (Isuzu EA) dealer, the Kenya Coach Industry (KCI), has opened a service workshop, a showroom and a vehicle building facility in Nairobi at a cost of Sh700 million.
The facility, located along Mombasa road, will be used to fabricate the chassis and bodies of buses, as well as sell and service Isuzu motor vehicles.
Speaking during the launch of the complex Wednesday, KCI managing director Narian Sokhi said the investment will help grow local assembly and the transport sector through enhanced production of quality bus bodies.
“We are delighted to be opening this new facility that will see the production of quality bus bodies and chassis. This is a huge milestone, not just for KCI, but for the transport industry,” he said.
He added that the facility is also expected to support the suppliers of steel, aluminium, paint, glass and electrical equipment which produce the material required to fabricate chassis and vehicle body parts.

Global automaker Daewoo Commercial Vehicles has started assembling two new truck models in Kenya in a Sh2 billion investment.
The Daewoo Novas tipper and prime mover will be produced at the Associated Vehicle Assemblers (AVA) plant in Miritini, Mombasa.
Daewoo Commercial vehicle president and CEO Kim Kwan-Kju and Tata International executive director Nareesh Leekha attended the launch of the new assemblies.
Mr Leekha said the decision to assembled the vehicles in Kenya was informed by the need to meet increasing demand for Daewoo trucks.
He said the demand for Daewoo trucks is supported by both the construction and transport sectors

Tata , a commercial vehicle manufacturer headquartered of India’s Tata Motors, has made an investment of Sh2 billion for two new truck models to be assembled in Kenya.
The two models, Novus Tipper and Prime Mover, are being assembled at the Associated Vehicle Assemblers (AVA) plant in Miritini, Mombasa, in partnership with Tata Africa Holding (Kenya) Limited.
Speaking at the launch, Tata International executive director Nareesh Leekha said the aim of the investment is to meet the increasing demand for trucks from the transport and construction sectors.
In addition, he said the decision to assemble the two models in Kenya was also driven by several incentives provided by foreign companies that assemble vehicles in the country.

Toyota Kenya has invested Sh500 million in a truck and bus assembly plant complete with a new showroom to improve marketing.
The Japanese auto maker Tuesday launched the assembly with the first Hino truck and bus rolling off the plant in Changamwe.
The launch of the plant is expected to take competition to other bus makers including General Motors East Africa, which currently commands the biggest portion of the market from its flagship Isuzu trucks and buses. Toyota has largely been confined to the small cars and trucks segment.

A Japanese car manufacturer has announced plans to expand its vehicle assembly plant in Kenya.
Toyota Tsusho, in a statement from Tokyo, said a company team would look into the prospects of the multi-million shilling investment billed to significantly transform Kenya’s motor vehicle industry.
“We are keen to build on our investment portfolio in Kenya because of the country’s strategic position as a gateway to the East and Central African regions,” Toyota CEO Jun Karube said.

Locally assembled all weather roads vehicle Mobius Wednesday said its Mobius II model orders had exceeded target, signalling rising appetite for the car.
Mobius said all the 50 first generation units of the vehicle, which prides itself in being Africa’s cheapest, had sold out forcing it to double production to at least 100 units for the Mobius II to meet increased demand.
Mobius Motors commercial director Markus Schroder said that besides local orders, the automaker has received interest from neighbouring countries, Europe and the US.
“This first production run of the new Mobius II with an initial batch of 50 units is already over-subscribed with pre-orders. All 50 units of the first generation were sold last year,” said Dr Schroder, adding that production of Mobius II (next generation) will start with a low three-digit figure.
