CAN AN APPLICANT BRING UP AN APPLICATION BY WAY OF A SUMMARY PROCEDURE AT THE DISTRICT LAND AND HOUSING TRIBUNAL?

Good afternoon thinkers. Yesterday was in chamber s in one of the District Land and Housing Tribunals and i happened to find an application brought by way of Summary procedure under Order XXXV of the Civil Procedure Code Cap 33 R.E 2002. Is the same sustainable?
 
What was the application about?

Also, under Cap 33, "Court" means the High Court, Resident or District Cour presided over by civil Magstrates.
Where there is no properly constituted DHLTs, District Courts presided over by Civil Magstrates becomes DHLTs.
