In law every general rule has an exceptions.

in rare cases something illegal can be legal.

3. dawa za kulevya ni illegal kuzitumia ww, lkn kwa mtu addicted anapopewa tiba ya kumrudishia hali yake za zaman, daktar anayemtibu huyo mtu ameruhusiwa kumpa hizo dawa huku akimpunguzia doz taratibu taratibu, coz akimsitishia ghafla atakufa, hapo pia illegal becomes legal, e.t.c

Of course it is possible to make Illegal became legally.
A typical example is HASHIS! or GANJA!

We all know that the possession of MARIJUWANA (GANJA) IS ILLEGAL But!
If you have been Caught Cooking GANJA as a Vegetable, that BY THE LAW is NOT ILLEGAL. AND no law in this Country Can persecute you for that.

Well said, but in that way the intention (mensrea) ganja possessor has been proved, that it is just for vegetable ( ingawa sina uhakika Na hiyo position kwa tz)
