You can't increase the number of rolling stocks when you have a single track being used by both the passengers trains and freight trains, increasing the number will mean tampering with the frequency set for the trains to overtake each other and pass each other. What you have to understand is that the designers found that 1,100,000 is the maximum number your railway can accommodate in a year and they figured out the frequency to come up with the maximum number, they have looked at every option to increase the number lakini hawakupata.
