That crude oil pipeline is not cheap, investors need to make enough profits before they can think of any other project... Right now it's cheaper for the likes of Total to consolidate the oil and transport it to already existing refinaries in some other part of the world. So since the crude pipeline exists, it is virtually unjustifiable for investors to invest $5Billion in a bran new refinary plus a refined product pipeline.
And BTW, if Uganda ever builds a refinary and needs to export refined products, they will need a refined petrolium pipeline... Kenya already has one that works and it goes up to Kisumu.
