So as you can see, hakuna mahali wametaja lolote kuhusu Diesel au Electric in the same paragraph as Class specification... Whenever they mention class I or II, they are talking things to do with subgrade material and specifications, Width and Height of slope, embarkment protection, safety specification for both civilians and wildlife etc..

AREMA standard ni equivalent na Chinese Class II standards. Basically AREMA standard is equivalent to Tazara railway or the Djibouti- Ethiopia SGR (which is electric BTW)

You can see how the bridge naming standard starts to get ridiculous the higher you go, the Americans have their own naming standard and the Brits, EU have their own naming system... You cannot go claiming the Chinese one is non-existent just because you don't like how they name them.... So Chinese class I is Chinese Class I whether you like it or not... So for class I, they will use different mixture of Subgrade surface below the railway
The slopes and Embankment will have protection.
The fill material will be different, the embankment will be different height and with and material...etc
While for class II railway, they use same measurements as the AREMA standards!

Again, Uganda Ministry has some side by side comparison between Ethiopia SGR which is Class II and Uganda SGR wich will be class 1...
