Dear Rwandans, is it true that Tutsis are a minority but hold many top positions, or is this simply tribalism propaganda ?

I need some clear explanations on this issue

I have came across some posts on social media that Tutsis are consiidered to be a minority tribe in Rwanda forming roughly 15 % of Rwanda Population but they are over represented in top positions in Leadership, Goverment roles, millitary, etc

Is this True or simply a tribalism propaganda ?

Tribalism propaganda. Do a research first on how those tribes existed, you will come up with a different understanding.
