In Tanzania and across the East African region, GIZ collaborates with the Government of the United Republic of Tanzania and the EAC to support regional development goals, including fostering digital transformation.


About the Role

GIZ is seeking a Digital Trade Advisor for its regional digital development portfolio at the EAC-GIZ Cluster based in Arusha, Tanzania.

The advisor will support the implementation of the EAC e-Commerce Strategy to advance the development of a single digital market in East Africa. This involves collaborating with the private sector and regional institutions to build a robust digital trade ecosystem.


Key Responsibilities and Tasks

1. Facilitate Data Adequacy Dialogues:

  • Align EAC data-sharing frameworks with EU standards.
  • Facilitate negotiations between EAC member states and the EU to secure mutual access to digital markets.

2. Enhance Trade Procedures:

  • Analyze cross-border trade procedures for eCommerce (B2B and B2C).
  • Recommend and implement solutions to streamline and digitalize trade processes.

3. Develop a Regional Trust Mechanism:

  • Design and pilot a consumer trust mechanism (e.g., a regional trust seal).
  • Establish governance structures, pricing models, and dispute resolution frameworks.

4. Capacity Building:

  • Equip EAC policymakers with skills to implement digital trade frameworks.
  • Organize workshops, study visits, and dialogues between EAC and EU partners.
  • Lead awareness campaigns to increase MSME compliance with digital trade requirements.

5. Public-Private Dialogue and Engagement:

  • Foster partnerships between public and private sector stakeholders in EAC member states.
  • Strengthen collaboration between EAC and EU private sector partners.
  • Serve as a liaison between GIZ, EAC Secretariat, EU, Team Europe partners, and other stakeholders.

Required Qualifications and Competencies

Education:

  • Master’s degree in Economics, Finance, Trade, Business Informatics, or related fields.

Experience:

  • Minimum of 5 years in digital trade, international trade, sales, or related fields.
  • Project management experience, especially with regional organizations like the EAC Secretariat.
  • Proven ability to collaborate with public and private stakeholders across multiple countries.

Technical Skills:

  • Expertise in cross-border digital trade, eCommerce, payment systems, and customs procedures in the EAC region.
  • Knowledge of regional policy-making processes and experience in advising on policy frameworks.
  • Proficiency in project management, including planning, implementation, and monitoring.
  • Experience advising senior decision-makers and facilitating networks with development partners.

Soft Skills:

  • Excellent communication and interpersonal skills to engage diverse stakeholders.
  • Strong analytical and problem-solving abilities.
  • Ability to work independently and as part of a multicultural, geographically dispersed team.

Language Skills:

  • Proficiency in English (written and spoken).
  • Knowledge of Kiswahili or French is an advantage.

Additional Requirements:

  • Familiarity with the East African Community (EAC) and its regional integration efforts.
  • Experience working with international organizations or development cooperation projects.
  • Willingness to travel across East Africa and internationally, including high-risk countries.
