About GIZ
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned enterprise supporting the German Government's international cooperation objectives for sustainable development. In Tanzania and across the East African region, GIZ collaborates with the Government of Tanzania and the EAC to implement development goals.GIZ is seeking a Digital Transformation Advisor to support the implementation of the EAC Digital Transformation Strategy (DTS) and advance the development of an East African single digital market.
Role and Responsibilities
1. Support Digital Transformation Strategy Implementation:
- Facilitate biannual steering committee meetings to oversee the implementation of the EAC Digital Transformation Strategy.
- Ensure strategic alignment through director-level meetings with Permanent Secretaries.
2. Governance Structure Development:
- Establish and operationalize a dual-track governance structure for institutional development and donor programs.
- Draft guidelines to clarify roles, responsibilities, and workflows for governance bodies.
3. Stakeholder Engagement:
- Engage with private sector representatives, donor organizations, and civil society to mobilize resources and incorporate diverse perspectives.
- Coordinate the annual Digital for Development (D4D) Forum to showcase progress and success stories.
- Act as a liaison between GIZ, EAC Secretariat, EU, Team Europe partners, and other stakeholders.
4. Bankable Project Development:
- Support the EAC Secretariat in developing project proposals to secure investments from Development Finance Institutions and the private sector.
5. Monitoring and Reporting:
- Leverage digital tools for efficient meeting management, agendas, and reporting.
- Establish feedback mechanisms between the EAC Secretariat and governance bodies for continuous improvement.
Required Qualifications and Competencies
Education:
- Master’s degree in Digital Transformation, ICT Economics, Computer Science, Information Management, or a related field.
Experience:
- At least 7 years of senior advisory experience in leading digital transformation projects in an international context.
- Experience with policy and regulatory frameworks related to digital transformation in the EAC region.
- Proven ability to collaborate with Development Finance Institutions and multiple stakeholders across public and private sectors.
Technical Skills:
- Expertise in the digital economy and cross-border digital trade, including payment systems and customs procedures within the EAC region.
- Knowledge of regional policy-making processes in the EAC.
- Proficiency in project management, including planning, implementation, and monitoring.
- Experience advising senior decision-makers and facilitating networks with development partners.
Soft Skills:
- Excellent communication and interpersonal skills to engage diverse stakeholders.
- Strong analytical and problem-solving abilities.
- Ability to work independently and within a multicultural team.
Language Skills:
- Proficiency in English (written and spoken).
- Knowledge of Kiswahili or French is an added advantage.
Additional Requirements:
- Familiarity with the East African Community (EAC) and its regional integration efforts.
- Ability to work effectively within a geographically dispersed team across different time zones.
- Willingness to travel across East Africa and internationally, including to high-risk countries.
- Experience working with international organizations or development cooperation projects.
