I confidently believe that most people will answer YES.

It is right always that people lie, but it is more likely that they just don't appreciate the sheer power of Ms Excel. I have questioned countless people on their Excel skills. They all seem to genuinely think they are proficient, when they are at basic level. They don't know what they don't know, so they think they know it all. Since Excel skill is relative, even the levels that are proposed by some authors (User/Specialist/Expert) are a bit meaningless. I don't think testing is so effective either, because, the task may need more than just proficiency with functions. Just work with the person for 20 minutes and you will know if they are fit for purpose or not.
