Does ATCL have customers?

It was just last mont when I said that ATCL lack passengers and are just parked outside JNIA from morning to evening and I was almost beheaded in this forum, today I'm back with the same claim. Before I make my conclusion I want an answer, is that Tanzanian armies lack transporting aeroplanes or ATCL lack customers? If in any case they lack planes then what about ATLC? Didn't ATLC have travelling schedule on that day?
