Chadema Secretary General, Dr Wilbroad Slaa has called for the review of the Public Private Partnership (PPP) Act, calling on active private investors to plan and organize innovative programme or new partnership methodologies which could effectively benefit the PPP.

Speaking at the Chief Executive Officers (CEOs) round table meeting in Dar es Salaam on Tuesday, Dr. Wilbroad Slaa said the PPP Act is not working properly hence there is a need of modifying it so as to provide quality public service.

Dr Slaa said the government should adopt policies and practices to ensure that PPP is prioritized in any process of planning projects at a certain cost rather than perpetuating the current practice of using it as a back plan if everything else fails.

He said in this era of competitive free market economy and globalization; PPPs have proved mutual interests between public and private sectors.

According to him, PPPs in Tanzania are not very active as in other developing countries due to sluggish economic growth, poor implementation of PPP policy, inadequate legislations, unfairness and non-transparency.

He also mentioned improper procurement and tender announcement process, budget shortfall in PPPs projects caused by either one part or both due to poor financial management or short-term financial strategic plan.

He pointed out that good services can help PPPs expand their business and diversify their customer base and produce unique products and services that meet customers' expectations.

"Through PPPs, we may obtain a very active Private Investors group willing to plan and organize innovative programmes or new partnership methodologies which could also benefit the PPP as well as," he said.

He noted that Chadema would like to recommend potential business people to do whatever possible to make sure that PPPs play a great role in improving infrastructures and non infrastructures sectors by offering good services.

"To achieve such goals, we insist on the necessity of good governance, transparency and accountability. Stakeholders participation is very critical in policy and legislative amendments," he said.

He insisted that the government should eradicate all restrictions and barriers on private-public partnerships so as to encourage long-term financial strategic plan to avoid shortfalls.

"With the help of the emerging market principles, the government can make sure that their partnerships with the private sector provide value for public money in a transparent and effective way. By doing so, both parties sharing interests in PPPs will enjoy not only the good services but also the best value money can buy and attain a win-win status," he noted.
