Nairobi, Kenya: Operations at the Ministry of Lands are likely to be thrown into disarray after the Cabinet Secretary Charity Ngilu threw out seven senior officers on Monday evening.

Among those kicked out is former Lands Commissioner Zablon Mabea who has been transferred to the Ministry of Interior and National Coordination.

Mabeya and six of his colleagues got letters from PS Mariamu El Maawy at about 3pm on Monday instructing them to hand over to Director of Housing Ibrahim Hussein before the end of business and report immediately to their new stations.

“Yes, I have already reported to my new station as directed. After 33 years working for the ministry of Lands, change is as good as rest,” Mabeya told The Standard about his controversial transfer.

Ephantus Murage, who is the director of survey, and his deputy Boaz Owino have been transferred to the Interior ministry while Chief Lands Registrar Cyrus Ngatia and senior assistant commissioner of Lands Elizabeth Gicheha were moved to the Attorney-General’s chambers .

Ms Rosina Mule and Joram Kimemia, both assistant commissioners of lands, were transferred to the Ministry of Devolution and Foreign Affairs, respectively.

Immediate effect

At Ardhi House, the officers were given 30 minutes to clear and leave and those who delayed where thrown out by security officers while their cars were checked to ascertain of they had carried any material belonging to the ministry. The officers were also denied access to VIP lift as they carted away their personal effects.

“After working for several years, state officers are thrown out like rags as if they have committed any crime,” a ministry of Lands official who witnessed the fiasco told The Standard.

The move comes less than a week after Ngilu wrote to the Public Service Commission appointing acting offers to the positions and requesting the PSC to redeploy out of her ministry 16 officers including the seven, immediately.

PS Maawy had refused to sign the earlier letter prompting Ngilu to petition state house to intervene. It is understood that head of public service and President Uhuru Kenyatta’s chief of staff Joseph Kinyua convened a meeting where she successfully lobbied for her changes to be implemented.
