National Assembly Majority Leader Aden Duale Friday threatened to withdraw support for the Jubilee government over what he termed arbitrary arrests of “his people.”

This is the first time Mr Duale, ranked high up in the government pecking order, has made unsavoury remarks about President Kenyatta’s government.

“We stand by the interests of our people. There should be no doubt about that,” Mr Duale said Friday at a rally in Eastleigh attended by over 20 MPs and Senators from North Eastern, Coast and Upper Eastern regions.

He said police were targeting Muslims. “We were elected by the Muslim community and we shall defend their interests,” he said amidst chants from the charged crowd.

“It shall no longer be business as usual. We shall not and will never allow our people to be discriminated against, never,” Mr Duale declared.

Mandera Senator Billow Kerrow accused the government of encouraging youth radicalisation by the way it was fighting terrorism.

“The issue is not the Muslim clerics. They become radicalised through the actions of the government. Makaburi was labelled a terrorist and was under 24-hour surveillance but when he is killed, the government says it doesn’t know who did it,” he said.

The legislators accused officers from Pangani police station of raping women and demanding bribes from suspects for their release.

Nairobi County Commissioner Njoroge Ndirangu, however, said the operation will continue.

“We are not targeting Eastleigh alone. This operation started in Karen in February and will spread to the whole of Nairobi,” he said.

MPs allied to the TNA party of President Uhuru Kenyatta have revived their attempts to remove Aden Duale, Majority Leader in the National Assembly.

Yesterday six Jubilee MPs allied to TNA held a press conference at Parliament Buildings and accused Duale of being an agent of destabilisation in Jubilee and that he was drunk with power.

Duale belongs to Deputy President William Ruto's URP party which has had an up-and-down relationship with TNA in the Jubilee coalition over the last year.

On Friday, during a rally in Eastleigh, Duale threatened to withdraw his support for the government if the security operation was not stopped.

Yesterday MPs, unhappy with Duale's leadership for a while now, called a press conference to accuse Duale of not supporting the Jubilee position.

As Majority Leader, Duale is not only a very high ranking highly Jubilee leader but is also the most senior Muslim leader in government. Kigumo MP Jamleck Kamau, who led the group and is a very close ally of Uhuru, claimed his life is in danger from Duale. He was accompanied at the press conference by Kimani Ngunjiri (Bahati), Chege Njoroge (Kasarani), Maison Leshomo (Samburu), Nyokabi Gathesha (Kiambu) and Peris Tobiko (Kajiado East).

Last night Duale dismissed the threats to remove him as "showbiz by people who are looking for relevance"."It is not worth my comment. We must focus on the war on terror and stop police harassment of innocent Kenyans. We must secure our national security," he said.

"I will defend all Kenyans, including members of the Somali community, the way I defend the Jubilee administration every day.
We are not guests of anyone in Jubilee," said Duale.

Jamleck said he had filed a police report at the Parliament Police Station accusing Duale of threatening his life through an offensive text message.

Kamau displayed the SMS to the media, in which Duale describes him as
"an ethnic idiot too small to be be known by anyone".

"They are making me very popular with the Muslim community and making the president's community look very bad in the eyes of Kenyans," said another alleged text.

"I defend all Kenyans and my truck record is known. Wait i come back from Turkey and show you how ethnic chauvinistic your skin is made of. We are not guests of Jubilee as you think. We are shareholders and founders," Duale allegedly said in another text to Jamleck Kamau.

Duale, the Garissa Town MP, allegedly challenged Jamleck "to come out in the open" and not to hide behind dark forces if he wants a fight. Duale vowed to defend Muslims "with the same zeal which Jamleck has defended the Uhuru government".

"I find the messages threatening and meant to silence me. That is why I filed a complaint to the Police," Kamau told a media briefing at Parliament Buildings. The TNA MPs have had a frosty relationship with Duale but their clash seems to have been ignited by his opposition to the ongoing security operations in Mombasa and Eastleigh in Nairobi.

"If he can threaten a member calling him an idiot, that shows that he cannot be a leader. Members are looking at how he can be removed, but that will be a collective decision," said an unnamed TNA MP from Central yesterday.

On Friday Duale told a rally in Eastleigh that the police operation was only targeting one community. He threatened to withdraw his support for Jubilee over "arbitrary" arrests of Muslims in Nairobi and Mombasa.

Duale was apparently provoked when Jamleck appeared on a Citizen TV at lunchtime yesterday where he defended the government and the security operation. He accused Duale of casting the Jubilee government in bad light and demanded his resignation as Majority Leader. A few minutes after Jamleck left the studio, Duale allegedly sent him the text messages from Turkey where he has travelled in advance of President Kenyatta's offiicial visit.

Yesterday the MPs from TNA accused Duale of playing politics and trying to divide the country along religious lines. Gathesha said Duale was introducing divisive issues into security matters and challenged him to reveal who he was protecting. She said the public needed to know who owned the truck recently seized in Mombasa with explosives and in whose garage it was repaired.

TNA MPs have been deliberating for some time on how to remove Duale. They say that he is abrasive and boasts that he has direct access to State House. They also accuse Duale of 'favouring' URP members during composition of House committees and blocking TNA MPs from chair certain committees.

A section of leaders from the Somali community have opposed the police operation in Mombasa and Nairobi's Eastleigh estate, which they say is unfairly targeting Muslims.

"The government has sent security agencies in Eastleigh and they are killing and robbing residents," said former deputy speaker of the National Assembly Farah Maalim.

The leaders spoke in Nairobi as Nyali MP Hezron Awiti supported the government's security operation saying terrorists and criminals should be given the same treatment they mete out to their victims. Police on the other hand stepped up their operations and said they would not relent.

The MP said investors were keeping away from Mombasa County due to the ongoing terror attacks warning that if they were left to continue tourism would be adversely affected.

Mr Awiti also urged the government to investigate and punish those involved in the murder of the fiery Muslim cleric Sheikh Abubakar Shariff alias Makaburi.

He condemned Sheikh Makaburi's death, but also warned the youths against engaging in protests whenever clerics were killed, maintaining that this will only divide Kenyans.

"Even if my child is an Al Qaeda member let him be gunned down. Religious differences are emerging: why is it when Christians were killed in a Likoni church youths never demonstrated but when a Muslim cleric is killed youths take to the street?" he said.

The MP added: "We have been patient, but this must stop. We want peace. Citizens, you have an obligation to report any criminal and terrorist among us, and even suspicious foreigners."

In Nairobi Mr Maalim accused police of planting evidence on some of those arrested.

"The government is using the threat of terrorism as a scapegoat to seek Western validation and support," Mr Maalim said.

Lagdera MP Mohammed Shidiye accused the government of violating the Constitution by arresting and detaining people without cause.

"The Somali community occupies the largest area in the country and yet it is treated the worst. The innocent are being arrested and their identity cards mutilated," Mr Shidiye said.

The MP further condemned the actions of al-Shabaab and said that radicalism would work against the community's interests.

"When non-Somali al-Shabaab members were found to be behind terror activities no security activities were conducted against their counties or tribes. Why is the government collectively victimising the Somali community?" he asked.

Mr Hassan Ali, a member of the Somali business community, said that the country risked religious war and could go the way of the Central African Republic if the government continued targeting Muslims.

In Mombasa, a human rights lobby, Haki Africa, lodged a complaint against the Mombasa County Commissioner Nelson Marwa saying his recent utterance on dealing ruthlessly with terrorists was a threat to its staff.

Accompanied by Haki Africa lawyer Yusuf Mahmoud Aboubakar, Mr Khaled visited the Central Police Station at about 10.35a.m. to make his formal complaint before being issued with an OB number.

"We have come here to make a formal complaint about the commissioner's public utterances which we construe as a threat to the civil society," Mr Aboubakar said outside the station.

The lawyer said they would file a court case to have the administrator arrested and prosecuted for his statement that could be misused by trigger-happy security personnel.

Muslim for Human Rights director Khalef Khalifa alleged the attack and killing of eight people at Masjid Mussa in early February was "pre-mediated and pre-planned" by the security apparatus.

"We cannot continue like this and this should stop. That is why on Monday we will be seeking court intervention," he said.

At the same time, an uneasy calm returned to sections of the vast Majengo area with small-scale traders, garages and cafes around Masjid Musa (now renamed Shuhadaa) opening for business.

Contacted on phone, Mr Marwa stuck to his guns and accused some human rights bodies of doublespeak to secure funds from international donors for their activities.

The Jubilee Coalition has started a caucus of Parliamentary committee chairmen to push for its agenda in the House in what is seen as a way of clipping the powers of Majority Leader Aden Duale.

Mr Duale is on the spot over what Jubilee leaders term as his "lukewarm" support for the war on terrorism.

Mr Duale has proved himself as a key defender of the Jubilee administration and is said to have rubbed its leaders the wrong way when he opposed the Westgate report in Parliament.

On Monday, Mr Duale, appearing in a local TV show, had difficulty responding to a caller who questioned why he had twitted condolences to the family of slain Mombasa cleric, Sheikh Makaburi, yet he has not said anything about the Likoni church attack.
He later described crackdown in Eastleigh on illegal aliens by police as "indiscriminate harassment".


The Majority Leader surprised many on Friday when he threatened to withdraw his support for the Jubilee government over "arbitrary arrests of his people."

That was the first time Mr Duale had made unsavoury remarks about the Kenyatta administration.

"We stand by the interests of our people," Mr Duale said at a rally in Eastleigh attended by over 20 MPs and Senators from North Eastern, Coast and Upper Eastern.

"We were elected by the Muslim community and we shall defend their interests," he said amidst cheers from the charged crowd, at a time when President Kenyatta was presiding over passing out of police recruits in Kiganjo and declaring tough war on terrorism.

On Thursday, Mr Duale led other Muslim leaders in a meeting with Interior Cabinet Secretary Joseph ole Lenku at Harambee House over the war on terror and then they visited Central Police station.

The Harambee House meeting was organised by a National Council Against Drug Abuse official and attended by 29 Muslim and government leaders. It is at the meeting where Mr Duale is said to have come under attack from participants for failing to provide Muslim leadership.

Jubilee Coalition strategist Moses Kuria told the Sunday Nation Mr Duale's actions had caused unease among its top leadership, as he was seen to be contradicting the President's stance against terrorism.

"It would be better for Jubilee to lose power than continue to entertain his behaviour - his competing interests meant to entrench him in power," Mr Kuria said.

According to Mr Kuria, Mr Duale opposed the Westgate report because it called for the closure of the Dadaab refugee camp yet it is a Jubilee agenda which had been reached through a tripartite agreement with the United Nations High Commission for Refugees and the Somalia Government.

"It is wrong for Mr Duale to condemn the crackdown on criminals and terrorists yet it is countrywide. It is not an Eastleigh, Mombasa or Muslim issue. It is as if he is fighting government efforts to create security," Mr Kuria said,
Mr Kuria said Jubilee committee chairmen from both URP and TNA are changing party structures to ensure they head the policy docket within their party.


Known as the Jubilee Coalition Committee, it is to be chaired on a rotational basis by the MPs.

But nominated MP Johnson Sakaja, who is the current committee chair, said the formation of the group has nothing to do with undermining Mr Duale, but is meant to complement his work.

"Ours is a consultative forum to agree on issues before the committees and update each other on what the committees are doing," Mr Sakaja said.

"Lack of coordination has cost us some reports and motions in the House. That is why we decided we should meet on a regular basis to discuss issues with members so that we take common positions," Mr Sakaja said adding that the committees' caucus was reminiscent with those in other presidential structures, such as in the US.

Staying in cage for a day then being set free after proving your innocence is better than bombing churches and malls and killing innocent kids, pregnant mothers and breadwinning fathers.

It should be more like 'proving their citizenship'...those who cant should be sent to the camps awaiting
repartriation. Allowing people to go back to Easich is a big mistake that will come to bite us in our behinds.

Majority Leader Aden Duale has told off his Jubilee coalition critics, declaring that his position is safeguarded in the agreement between The National Alliance and United Republican Party.

Speaking from Turkey, he said those calling for his resignation had forgotten details of the deal which was signed by President Uhuru Kenyatta and his deputy, William Ruto, before last year’s elections.

The pre-election coalition agreement, he said, allotted the Majority Leader’s position to Mr Ruto’s URP, which handed him the post.
