About GIZ

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned enterprise supporting the German Government's international cooperation objectives for sustainable development. In Tanzania and across the East African region, GIZ collaborates with the Government of Tanzania and the EAC to implement development goals.

GIZ is seeking an e-Payment Advisor to support the EAC Secretariat and its eight partner states in facilitating the implementation of the upcoming EAC Master Plan for Payment Systems, contributing to the development of a single digital market in East Africa.


Responsibilities and Tasks

1. Promote Regional Integration of Payment Systems:

  • Facilitate feasibility studies and analyses for integrating payment switches across EAC partner states.
  • Support the development of harmonized legal, procedural, and technical standards for cross-border payments.
  • Establish and support regional payment governance bodies, such as regulatory councils and technical boards.

2. Advance Mobile Money Interoperability:

  • Conduct evaluations on pricing models, infrastructure requirements, and operational frameworks for mobile money interoperability.
  • Develop regional mobile money scheme rules and governance structures.

3. Capacity Building:

  • Provide training to stakeholders on regulatory frameworks, settlement options, and emerging payment technologies.
  • Lead awareness campaigns to encourage the adoption of e-payment solutions among SMEs and underserved groups.

4. Partnership Development and Engagement:

  • Foster partnerships between public and private sector stakeholders across EAC partner states.
  • Facilitate knowledge exchange through workshops, study visits, and dialogues between EAC and EU partners.
  • Serve as a liaison between GIZ, the EAC Secretariat, EU, Team Europe partners, and other stakeholders from the private sector and civil society.

Required Qualifications and Competencies

Education:

  • Master’s degree in Economics, Finance, Trade, Business Informatics, or a related field.

Experience:

  • Minimum of 5 years of experience in implementing projects related to payment systems, digital trade, international trade, or mobile money technologies.
  • Demonstrated expertise in regional project management, particularly with the EAC Secretariat.
  • Proven ability to collaborate with stakeholders from public and private sectors.
  • Experience managing multi-country projects.

Technical Skills:

  • Strong expertise in cross-border payment systems, including settlement mechanisms via banks and mobile money.
  • Familiarity with regional policy-making processes and experience advising on policy frameworks.
  • Proficiency in project management, including planning, implementation, and monitoring.
  • Experience advising senior decision-makers in East Africa and facilitating networks with development partners and donors.

Soft Skills:

  • Excellent communication and interpersonal skills to engage diverse stakeholders.
  • Strong analytical and problem-solving abilities.
  • Ability to work independently and within a multicultural team.

Language Skills:

  • Proficiency in English (written and spoken).
  • Knowledge of Kiswahili or French is an added advantage.

Additional Requirements:

  • Familiarity with the EAC and its regional integration efforts.
  • Ability to work effectively within a geographically dispersed team across different time zones.
  • Willingness to travel across East Africa and internationally, including to high-risk countries.
  • Experience working with international organizations or development cooperation projects.
