Perception has always been that doing business with the government is a painfully lengthy process. But now the government says it has begun the process of simplifying that process by phasing out the manual processes through which it buys goods and services. And as Patrick Igunza reports, Kenya is now the first African country to shift to an electronic public procurement system.


President Uhuru Kenyatta (right) is taken through the e-procurement system that was launched on Wednesday. It is now possible for suppliers or contractors doing business with Government to track their invoices, payments when due as well as interact online. This follows the launch of an electronic public procurement and payments system by the National Treasury as part of the Integrated Financial Management Information System (IFMIS). “Through automation of public financial processes, the IFMIS has provided an interlinked system of internal controls providing clear audit trails and identification of the originator of all transactions,” said President Uhuru Kenyatta Wednesday while launching the system at the KICC. The system aims to infuse transparency into the procurement process in an effort to rein in on inflated prices, increase supplier competition and shorten the procurement-payment cycle. In the past, the Government has been overcharged when procuring goods and services in a well-knit collusion of procurement officers, accountants, suppliers and contractors.

Hapo kuna watu wanaenda kukosa kazi.Nafikiri ni mfano mzuri wa kuigwa na mataifa mengine,hasa Tanzania.

rafiki chunguza kwanza kabla ya kutoa kauli. understand how it will work first. ten percent haina mwanya hapa. you cant proceed in bidding if you are above the computer approved pricing levels. eg. mfano wa biro pen. sokoni tuseme ni ksh 10. government imekuwa ikilipa from 30-50/pen. computer will not proceed with your bidding if your price sio 10 au 15. just go online and study the system kabla kutoa uamuzi
 

Mkuu what is 10% sometimes watu hutoa rushwa ili tender yao ikubaliwa hivyo kabla ya kupatana before hand wanahakikisha bid yako haipiti as well as kuna kununua vitu hewa.., wanasema wamenunua biro box 100 kumbe wamenunua 50 na nyingine kuweka kando..

Alafu kumbuka bids nyingi sio kwamba lowest price ndiyo inayokubaliwa bali wanaangalia na mambo mengine mengi (hayo mengine ndio yanayotumika kuchuja ambao hawajatoa 10%)

Sio kwamba nasema mfumo haufai au hautapunguza mianya, bali nasema bado kuna upenyo wa ku-cheat the system mpaka hapo wananchi wenyewe watakapokuwa wazalendo na kuanza kuchungana
 

I share that with you on the old paper system, but you have not gone through this system. kenya haita kuwa na manual procurement tena. just pin point how 10% itakuwa implemented in the system sababu ata ukitoa your 10% your money is eaten but you dont make through the e procurement system.
 

Naomba unieleweshe hii e - procurement inakwendaje mkuu na kama imeondoa kabisa human interaction, ngoja nikupe mfano kama kuna kampuni A na mimi nimeshaelewana na mnunuzi wa pale huwa tunafanya biashara pamoja tunapanga kununua boxes za biro 500 ninaandika kabisa kwamba nimenunua boxes 500 ila kumbe in real sense nimenunua boxes 200 na pesa ya zile mia tatu tunagawana..., au badala ya kununua biro nanunua bero kutoka China (low quality) ila kwa bei ya biro (who will check) ?

AU Katika tender tupo watu kumi ambao tumekidhi tender ila mimi peke yangu nimepatana na wale wafungua tender / wachaguzi / wanaoangalia vigezo....., ukizingatia sidhani kama ni mashine ndio inachagua watu bali ni human beings..., kwahio kwa kuongea nao wananichagua mimi (ingawa hapa sio lazima kwamba government itapata hasara bali kutakuwa hakuna haki au huenda mtu ambaye angefanya kazi vizuri lakini hakutoa kitu kidogo hapati kazi..

In short hii ni hatua nzuri sana na kila mtu inafaa aige kutokana na ile transparency lakini wadokozi bado watapiga pesa ingawa sio kama zamani

nakusoma sawa boss. everything is automated and interaction is only through this system.nothing outside the system. kama ni supplier you track your invoice at every stage bila human face to face interaction hadi payments are made. kwa hivyo ukitoa pesa kuhonga sawa zitaliwa tu lakini you have the system to deal with. mwanzo you have to navigate 2 issues be4 the computer software accepts your participation in procuring for the govt.
1. mwanzo provide proof of registration as a business
2. proof of tax compliance zile ETR machine nos.
then the system assigns you a bidding ID.

The IFMIS Department, National Treasury has launched electronic procurement (e-procurement) with the aim of promoting openness and accountability in the use of public money, media outlet CIO East Africa reveals.


According to the source, the shift from manual to e-procurement is set to enhance transparency and credibility in the management of public finances and tendering process through the Integrated Financial Management Information System (IFMIS). The system which enables monitoring of all transactions during the procurement process provides functionalities such as the approval hierarchy, which is an end to end process that facilitates the procurement process from planning to payment.

E-procurement is an automated business process which includes procurement planning, management of suppliers, requisitions, quotations, contracts and receipts are set to be shifted to a more effective and cost efficient online transaction.
Notable among the e-procurement functions is the item master responsible for standardizing the use of items within all Government Ministries, Department and Agencies (MDA's) and counties. This is set to manage the price inflation of commonly used items in Government offices.

Another notable function of the e-procurement system is the Kenya Supplier portal that is set to enable suppliers to access the status of their purchase or service order issued and payments. This means all government suppliers must be duly registered with the Registrar of Companies and own a tax compliance certificate among other details such as business contacts, IFMIS number to access the Kenya Supplier portal.
