Go slow on federation, MPs caution

Members of parliament yesterday rejected the idea of
fast tracking the East African political federation citing disparities in administration, education,economy and security in the member states as some of the areas that need to be harmonised before the people are asked to join the federation.

Giving their views on the fast tracking of East Africa Federation to the committee charged with collecting views on the fast tracking the federation, the legislators said for instance that while Kenya and Tanzania`s constitutions provide for time limit for the presidency, Uganda recently changed the constitution to remove time limit for the presidency.

Godfrey Zambi (Mbozi East) said although the idea of joining the federation is good because it can enable the countries to develop economically, he is worried that the process is being taken too fast.

``Why do we want to fast track this issue? Maybe the leaders will tell us. Otherwise I don`t see the reason why we should take this issue as an emergence one,`` he said.

He said member countries need to have common identity before they join the federation.``We must have one language. Kenya and Uganda speak English and we speak Kiswahili. Unless we have one national language, the federation will not succeed,`` he added.

Zambi also said security in Uganda and Kenya is delicate, adding that it would be dangerous for a peaceful country like Tanzania to join countries troubled with civil strife.

He said the leaders of the East African countries were bulldozing the people on the whole issue of fast tracking the federation. ``We do not want to be bulldozed. The people should be educated on the political federation first,`` he said.

Dr Chrisant Mzindakaya (Kwela) said that EAC member states should for now concentrate on customs union and common markets instead of jumping to the political federation.

Dr Mzindakaya said political federation should wait until when the member states are ready.

``The people I am representing say there is no need to fast track the federation. They want more time before we talk of the federation,`` Dr Mzindakaya said.

He wondered how poor countries like Kenya, Tanzania and Uganda can talk of federation only few years after they joined the East African community, while the giants in the European Union have not thought of the federation yet.

``Sometimes I am made to think that maybe our neighbours want the federation in order to enjoy our natural resources-minerals, national parks, good land and so on,`` he said.

William Shellukindo (Bumbuli) warned Tanzanians to be careful on fast tracking the federation because he said the whole issue involves surrendering the country`s sovereignty.

Hamad Rashid (Wawi) said it was wrong to ask people whether they want to fast track the federation when they have not been asked whether they want the federation.

``Wananchi should have been asked first if they want to join the federation and not whether the federation should be fast tracked,`` he said.

``We are wasting tax payers` money on the issue which wananchi are not fully conversant with. The leaders have already decided to have the federation so why waste our money to ask people about the federation,`` he said.

Festus Limbu (Magu Urban) said the issue of political federation should come during the sixth phase government.

``We should not rush to the political federation. We should first improve our micro economy before thinking of macro economy,`` he said, adding our problem is not to have single president.

Chacha Wangwe (Tarime) commended the president for appointing Prof Samwel Wangwe to head the committee, citing him as a hardworking man.

He however said that Prof. Wangwe is being misused because the work he is doing will not yield good results.

``This committee should have worked on educating people on the federation rather than collecting their views on the fast tracking,`` he said.

The Mp said he supported the idea of joining the federation because his people who live on the border of Kenya and Tanzania have been benefiting from Kenya.

Dr Harrison Mwakyembe (Kyela) warned the government not to tamper with peace and tranquility the people have been enjoying by fast tracking the federation to join countries troubled with civil war.

``Principles of natural justice demand that no person should become a judge of his own cause. So sitting presidents should not be allowed to vie for the EAC political federation,`` he said, adding, ``this is because maybe the leaders are bulldozing us in the hope that they will become presidents.`` T
The Chairman of the Committee Prof. Wangwe said his committee was charged to collect views on the fast tracking of the federation and not whether the country should join the federation.

``This is what I have been asked to do. Maybe later the people will be asked whether they want to join the federation,`` he said.

I thought only ordinary Tanzanians on this forum are the only ones who come up with unresearched, unreasonable conclusions about other countries!!! What a learned country, what a learned bunge! By the way, did you know that some of the countries Tanzanians are alergic about and you/your "learned" MPs seem to think are only chaotic do not appear on the appeal list of the World's most poorest countries?? Check http://www.aneki.com/poorest.html hahahahaha...That Kenyans, Rwandese, Ugandanese are interested in Tanzanian Land?? No one needs a federation for land, we can still use it without a federation, thank you!! What does it help you or rather your starving people vijijini to die of hunger yet you are proud of the vast land?? What if other people can develop it, create employment for your people, pay taxes to your government...?

But am definately wrong, wabongo are always smart, nice, visioned people, the rest in the region are all "bad" and peace-hating beings!! Good luck.

Where is Kenya in this list?, Do you have any reasons why its not listed...?
 
Something must be wrong in the UN list of developed countries .How can Somali, a country in chaos, with no government and engaged in war for almost 10 years, be more developed than Uganda, Tanzania and Zambia?. At the same time , the position of Rwanda and Mozambique is questionable.

It's a bitter fact, but in any rating, whether UN, or other institutions like the WB, Rwanda is always better than Tz in development indices! I know it hurts, but sorry!

Goodbye Tanzania
Combative COTU boss Francis Atwoli told Tanzanians last week that they should not be afraid of Kenya in allowing free movement of labor in East Africa. He added that Tanzanians stood a lot to gain form the East African Common market.

Wherever Atwoli got his information, he was bang on target. Tanzanians are doing everything to delay for as long as possible the free movement of labour without which we cannot claim to have a genuine common market. In fact most Tanzanians believe that Kenyans are desperate for the free movement of labour so that they flood into the country to take all the jobs.

This backward thinking in Tanzanians is the reason why the richest country in terms of resources in East And Central Africa, is also the poorest. Tanzania has a 800 mile coast where the tourist attraction of beaches can be combined with wild life viewing. This coast remains virgin, untouched and unexploited. Tanzania is the second largest producer of Diamonds in Africa after South Africa, yet they have nothing to show for any of their mineral wealth including Tanzanite, which as the name suggests is a precious metal found in only one country in the world—Tanzania.

Yet Tanzanians have been opposed to Rwanda and Burundi being incorporated into the East African Customs Union. They have the flimsy excuse that those countries are yet to be stable enough. The real reason is that they fear things will move too fast for them with the two new inclusions. The truth is that Tanzania is just wasting everybody's time and resources.

Having lived and worked in Tanzania for many years, I understand them very well and I can confidently tell you that they will never change. You can maybe give them another 3 or 4 generations at the very minimum.

Meanwhile the Kenyan and Ugandan government are wasting taxpayers money in the customs union arrangement that mostly favors Tanzania at the moment. In fact Kenya is losing heavily on extra revenue it would have earned from the exports into Tanzania that are taxed when those from Tanzania enter the Kenyan market free. The first thing the next government will need to do is to take another long hard look at the East African Common Market with a view of withdrawing from it. In it’s place bilateral agreements can be made with those nations that are interested and progressive in mind like Uganda and Rwanda.

WorM, countries are not necessarily arranged in order of their development rating, sometimes it's alphabetical, sometimes regional or other reasons. For instance, in your own list you are showing above, click on Tanzania and Rwanda, you will see for yourself what I mean! Rwanda's GDP Per capita is US$ 1300, Tanzania's is US$600! the GDP provided in your link are by the way for 2003. The most recent ones I was able to get hold of (2005) indicate even a much more gap...Rwanda's GDP per capita was US$1594, Tanzania's was US$597...see www.oecd.org/dataoecd. In East/Central Africa, Only Tanzania, DRC and Burundi appear on the List of the World's Poorest 10 countries. in UN's Human Development Ranking, 2006 still Tanznia and Burundi come last in the region...http://hdr.undp.org/hdr2006/statistics/

The fact is, all our ciuntries are really poor to be honest; even when I am giving you the above data, am aware that even in Kenya, Uganda, Rwanda...the situation isn't adorable, much efforts definately need to be made to improve the lives of especially, our starving ordinary citizens. I was simply trying to show you the facts and to appeal to you and your likes to realize that you may not be as better as you think you are!

Angalau sasa hivi umekuja na nia yako ya ukweli kwamba unataka ardhi ya TZ ambayo unafikiri haina kazi. Pole sana nduli alijaribu lakini wote tuliona matokeo. Hao wahamiaji haramu wote watarudishwa kwao ndio maana wengine wanachukuliwa na Marekani nenda kule kajiandikishe watakuchukua.
 

Acha we bwana Dua, me napenda kolosho na kule marekani hawailimi, ndio sababu ntatumia ardhi ya TZ! Acheni waafrika wakae mapolini kwenu wafuge ngómbe zao bwana, kwani wewe binafsi inakusaidia nini kuona mapoli asio na mhimu huku wafugaji wa nchi jilani wanateseka? hahahahaha...
 
Shirikisho halina tatizo kwa watanzania ila linahitaji maandalizi siyo kufanya haraka kwa mfano inaeleweka vyema kuwa watanzania tuko nyuma katika lugha ya kiingereza ukilinganisha na nchi kama Kenya na Uganda hivyo ushindani wetu katika kazi unaweza kuwa mdogo. Aidha kuhusu nchi za Rwanda na Burundi ni kwa mantiki hiyo hiyo niliyoeleza hapo juu ndiyo tutaweza kuziangalia vyema nchi hizo mbili katika masuala ya usalama maana tukifanya haraka tunaweza kujiingiza katika matatizo.
