KE finance minister is under no obligation to respond to such unsubstantiated allegations. His brief and jurisdiction is Kenya and kenyans, not some obscure academic.The jury is still out, KE finance CS haven't come out and refute this information.
I disagree that Kenyan finance CS is only answerable to Kenyan people. He borrowed from foreign institutions, perhaps with wrong information. Those institutions will want to know if the allegation is true or not. He has an obligation to clear Kenya's name and make sure the information he offer to creditors is correct. The problem with most western academics is that the so called african experts are never based in Africa, have outdated and patronizing attitudes towards the continent, and are under the mistaken belief that FDI and FDI alone can contribute to "growth".

That report sounds like propaganda aimed at tainting the Uhuru govt.
U can even check that Kenya Wallstreet website, it has so little in terms of content, meaning it was founded only recently, clearly as propaganda tool.
