A oxford don- prof paul colliers book,WARS,GUNS and VOTES has attempted to look at africa's enduring problems with a fresh impetus.He writes-Elections in poor countries with weak institutions can do harm then good,by preserving corrupt elites and retarding the process of govt accountability - does tanzania fit into this category? do we do away with elections,untill such time our institutions are strong enough to effect checks and balances? AGAIN paul collier's argues,that,the odd military coup may not be a bad thing after all,in so long as the coup leaders return the country to democracy- if things are sufficiently desparate,a coup is to be welcomed. IS paul collier's advocating,that countries like tanzania,go back to the drawing board and wellcome coup-de-tats for the sake of moving on.
