Elimu bora, sio bora elimu

Quality education is the pillar of national development and most of Tanzanians (Activists, Elites, Farmers and Businessmen) are insisting it. What are the criteria used in assessing quality education in each level ( Basic or First, Secondary and Tertiary levels)?
