Bodi ya Usajili wa Wahandisi Tanzania (ERB) iameahidi kuendeleza ushirikiano na Bodi ya Usajili wa Wahandisi ya Kenya (EBK), katika mkataba wa makubaliano ya pamoja waliyoweka ili kuhakikisha wanakidhi vigezo vya ushindani katika nchi za umoja wa Afrika Mashariki na dunia kwa ujumla.

Akizungumza wakati wa kufunga warsha ya wiki moja iliyoandaliwa na ERB, jijini Dodoma, Msajili wa Bodi hiyo, Eng. Benard Kavishe, amesema kuwa dhumuni la warsha hiyo ni kuboresha mazingira katika taaluma hiyo ambapo itasaidia mhandisi kutoka Tanzania, Kenya pamoja na wale walio katika nchi za Jumuiya ya Afrika Mashariki kutambulika na kufanya kazi katika nchi hizo bila ya vizuizi vyovyote.

“Haya ni makubaliano ambayo tuliafikiana tangu mwaka 2012, lengo likiwa ni kuwasaidia wahandisi waliosajiliwa katika nchi hizi za Jumuiya ya Afrika Mashariki kuweza kufanya shuguli zao bila vizuizi na pia kukutana na kubadilishana uzoefu wa kitaalamu ili wote kuwa na viwango vinavyofanana”, amesema Eng. Kavishe.

Aidha, Eng. Kavishe amefafanua kuwa tangu makubaliano hayo kuafikiwa kumekuwa na ziara na warsha za mara kwa mara kwa wahandisi hao ambapo kwa mwaka huu warsha ya kujengea uwezo wataalamu hao imefanyika jijini Dodoma.

Ametaja baadhi ya vigezo vilivyomo katika makubaliano yao ikiwa ni pamoja na kuwa na viwango sawa katika ufundishaji, usajili na kuwalea hali itakayo rahisisha utendaji kazi na kufungua ajira katika nchi za Afrika Mashariki.

“Tulipokea ugeni wa watu Tisa kutoka Kenya ambao wamekuja kujifunza na kubadilishana uzoefu kati yetu ambapo tulichukuwa kutoka kwao kile ambacho hatuna na kile ambacho hawana wamechukua kwetu”, amesema Eng. Kavishe.

Ameongeza kuwa baada ya ziara hiyo kumalizika anaamini kuwa wahandisi wa Tanzania na Kenya watafanana katika viwango vyao vya kiutendaji na hivyo kuendeleza ushirikiano na kuwa na ushindani dunia nzima.

Kwa upande wake, Mhandisi wa Bodi ya Usajili ya Kenya (EBK), Margaret Ogai, amesema kuwa kupitia warsha hiyo wamejifunza mambo mbalimbali ikiwa ni pamoja kuwa na utaratibu wa kufanya mafunzo kwa vitendo kwa wanafunzi wanaotoka vyuoni ambao wamesoma taaluma ya kihandisi, kuanzisha mfuko maalumu kwa ajili ya kusaidia wahandisi katika kuwapeleka mafunzo ya kuwajengea uwezo na kusajili wahandisi wengi wakike chini ya miaka 35.

Naye, Mhandisi kutoka Kenya ambaye ni mmoja wa washiriki wa warsha hiyo, Monica Wangari, amesema kuwa warsha hiyo imesaidia kujua masuala mengi ambayo anaamini kwa namna moja ama nyingine yataenda kufungua fursa ya ajira kwa wahandisi wengi wa Tanzania na Kenya pamoja na wale walio katika Jumuiya ya Afrika Mashariki.

Amepongeza Serikali ya Awamu ya Sita ya Jamhuri ya Muungano wa Tanzania kwa maendeleo yaliyofanyika katika jiji la Dodoma ambapo licha ya mafunzo waliopata katika warsha hiyo pia walipata fursa ya kutembelea Mji wa Serikali, eneo la Mtumba, Dodoma na kuona namna ulivyopangika na kuvutia.

Mhandisi Veronica Ninalo kutoka ERB, ambae ni Mshiriki kutoka Tanzania amesisitiza kwa Serikali kupitia Bodi hiyo kuandaa warsha za mara kwa mara ili kubadilishana uzoefu kutoka sehemu mbalimbali ili kuimarisha na kuboresha taaluma hii.

Ziara hii ni sehemu ya utekelezaji wa makubaliano ya pamoja katika nchi wanachama wa jumuiya ya Afrika Mashariki ili kuendeleza na kukuza taaluma ya uhandisi

Eng. Menye David Manga Esq. - -Board Chairman
Manga

Eng. Menye David Manga holds a MSc. (Design and Production.) from the University of Lagos, Nigeria (1988), and a BSc. (Mechanical Engineer) from the University of Dar es Salaam (1984). He also hold a Bachelor of Laws degree from the Open University of Tanzania (2014) and Post Graduate Diploma in Legal Practice from the Law School of Tanzania (2017).

He is a registered Consulting engineer working as a consultant Director with Inter-Consult Limited a local Multidisciplinary Consultancy firm.

Eng Manga is an Advocate of the High Court of Tanzania and subordinate Courts save for Primary Courts and a member of the Tanganyika Law Society and East African Law Society.

Eng Manga is a past President of the Association of Consulting engineers Tanzania (ACET) (2012-2014) and current President of the Institution of Engineers Tanzania (IET) (2018-2020). He holds the position of Honorary Treasurer of the Tanzania Institute of Arbitrators (2016-2019).

Eng Manga started off his engineering practice as a design engineer at the Tanzania Engineering and Manufacturing Design Organization (TEMDO) in Arusha, Tanzania from 1984 to 1991 before moving to Ibadan, Nigeria to work at the African Regional Centre for Engineering Design and Manufacturing (ARCEDEM) as head of Design and Manufacturing Departments from 1991 to 1994.

On returning to Tanzania he worked as Managing Director of TAMEK engineering designers ltd of Arusha prior to moving on to Inter-Consult Ltd in 1999 as a Technical Director in the Mechanical and Electrical Engineering Department rising to Director and Consultant Director of the company.

Eng Manga has been a project Director and engineer in over 100 projects building and Infrastructure projects some which includes land mark projects such as the Bank of Tanzania Twin Tower project, the Port Control Tower, NSSF Benjamin Willam Mkapa Towers, College of Tourism in Dar es Salaam and Arusha, NMB HQ offices and Accountancy Professional Center for NBAA.

Eng Manga has attended a number of training courses on FIDIC conditions of Contract and training in FIDIC Arbitration and Adjudication. He is in the FIDIC national list of Arbitrators and Adjudicators, Tanzania Institute of Arbitrators panel of Arbitrators and in NCC list of Arbitrators

Eng. Peter Ulanga -Vice chairman Board Member

Peter Ulanga is the Chief Executive Officer of the Tanzania Telecommunication Services Ltd, he previously worked as the Chief Executive Officer at the Universal Communications Service Access Fund; before joining Universal Communications he worked at the Tanzania Communication Regulatory Authority with responsibility on ICT development.

He holds a bachelor’s degree in Engineering from University of Dar es Salaam, a Master’s degree in Business Administration from University of Southern Queensland, Australia and Master’s degree in Science from University of Essex in UK.

His professional interests are in rural communications and green ICTs. He also has keen interest on issues related to Internet governance, ICT for sustainable development and ICT economics particularly on interconnection.

He is the current Chairman of the Association of Universal Service Access Funds of Africa and Associate Rapporteur of Question 14 of Study Group 5 in International Telecommunication Union’s Standardisation Sector and participates actively in Q15/5 of ITU-T.

Eng. Gladys N Jefta - Board Member
GladysN Jefta

Eng. Gladys N Jefta holds a MSc. (International Construction Management and Engineering) from University of Leeds, UK (2010), and a BSc. (Environmental. Eng.) (2005) at University of DSM.

She is a registered Consulting Engineer (Environmental Engineering field) and registered as Environmental Expert with National Environmental Management Council (NEMC); She has attended several courses in Design, procurement, housing financing Management and Project management in and outside Tanzania.

She is the current TBA Regional Manager to Geita Region since August 2016. Eng. Jefta previously worked with National Housing Corporation (NHC) as Environmental Engineer responsible for environmental design and management from July 2006 – 2016 where she held the position up to senior engineering position as Head of Environmental Engineering section. She joined Tanzania Building Agency (TBA) from 2016 –2017 where she held a position of Head of Environmental Engineering section.

In August 2017 she was appointment as Regional Manager to Geita Region a positon she serves to date. Eng Jefta is also a member of Institution of engineers in Tanzania (IET).Eng Jefta is currently a board member of Engineers Registration Board (ERB).

QS. Jumanne Marumbo - Board Member

Eng. Jumanne Marumbo is an accomplished Quantity Surveyor and Advisor with a track record in Technical Auditing on Construction Projects, Cost verification, evaluation of tenders and review of payments and executed work, with over twenty eight (15) experience in building construction management in the field of Quantity Surveying involved in both Pre-Contract and Post-Contract works in various projects.

He has a Master of Science in Construction Economics and Management from Ardhi University, Bachelor of Science in Building Economics (Honours) from University of Dar es salaam, he also attended various short courses.

Marumbo is a Registered Quanity Surveyor (Registration No. QL 357.431.6/16 with the Architects and Quantity Surveyors Registration Board in Tanzania as Associate member, he is also a member of Tanzania Institute of Quantity Surveyors (FTIQS) with Registration No. A/2016/0011 as Associate Member.

Eng. Ngwisa Mpembe - Board Member

Eng. Ngwisa Mpembe is an MSc holder (Civil Engineering) in Integrated Water Resources Management.

He has over 20 years of professional experience in Construction Projects and Contract management in Engineering infrastructure projects which includes designs, management and construction supervision.

Eng. Mpembe has been extensively involved in Projects and Contract Management both in practice and training professionals. He is also an Engineering management specialist with keen interest in Institutional transformation and Governance.

He has been representing ACET in the East African Business Council (EABC) for a period of 4 years. Eng. Mpembe is an active member of various professional associations, networks and professional bodies such as the ERB and ACET.

He is a registered Consulting Engineer and Fellow of Institution of Engineers Tanzania. Eng. Mpembe is a past President of Institution of Engineers Tanzania (IET), Past Chairman of Association of Consulting Engineers Tanzania (ACET) and Chairman of Federation of Eastern Africa Engineering Organisations for a period of 2017- 2018.

Engineer Ngwisa currently sits as a Board Chairman of Nyasa Basin Water Board, and Global Water Partnership Tanzania, he also serves as a Board Member of RUWASA, National Water Board and Tpsf. He is also a Member of Senate of St. Joseph University, and founding President of Green Building Council of Tanzania. Eng Mpembe is currently the Managing Director of Lahmeyer Consulting Engineers Tanzania Ltd.

Eng. Chedi N. Masambaji - Board Member

Eng. Chedi N. Masambaji is a Professional Civil Engineer with MSc in Project Management from Botswana University, he has also acquired various courses in Project Management, Dispute Adjudication process, Airport Masterplanning and design of Reinforced Concrete Bridges to Euro Code.

He started working at CSI Construction in 1995 as Assistant Project Manager. He is currently Working as Managing Director / Project Manager with UNITEC Civil Consultants (Pty) Ltd with a duty of issuing Consultancy Services for Review of Design, Supervision and Management of Works Contract for Construction of a Standard Gauge Rail (SGR) along the Central Railway Line - Phase II Lot II (aka Lot 3): Makutupora to Tabora (294 Km) - (USD 1.9 Billion). FIDIC Design and Build Project.


Eng Chedi N. Masambaji is a registered Consulting engineer from 2008, he is a member of Project Management Institute (PMI) No. 986281, A member of Project Management Institute and Institution of Engineers. He is also a member of Association of Consulting Engineers Tanzania and Vice president of Association of Consulting Engineers Tanzania.

Eng. Dr. Augustina Clara Alexander - Board Member

Dr. Augustina Clara Alexander is a Lecturer and Head of Department of Water Resources Engineering at the University of Dar es Salaam. She holds a B.Sc. Hons. Civil and Water Resource Engineering, University of Dar es Salaam; M.Sc. (2010), Water Resource Engineering, University of Dar es Salaam and PhD (2018), Civil Engineering from Tshwane University of Technology, South Africa.

She is a registered (PEng) Civil and Water Resources Engineer with over 14 years of experience in teaching, consultancy and research in civil and water related field.

Dr. Augustina has majored in hydrology and hydrogeology; and conducted various studies on impacts of landuse/cover and climate change on water resources. Her current research interest is on groundwater-surface water interaction, groundwater regime in mining areas as well as pollution monitoring and control.

She is current working in various north-south collaborative research projects including RESBEN: “Unlocking Resilient Benefits from African Water Resources’’ a project funded by UKRI-GCRF and implemented by the consortium of partner institutions, nine (9) from Africa and two (2) from the United Kingdom; SUSTAIN: “Sustainable Sanitation in Theory and Action”, a collaborative research between University of Dar es Salaam and Lund University in Sweden.

She is also a Principal Investigator in a multidisciplinary research project entitled BRrIAC: “Building River Resilience through Integrated Approach under Climate Change’’ for River Msimbazi - Dar es Salaam.
Dr Augustina is a member of a number of professional organizations and serves on different National and International committees.

She is a Member of Africa Groundwater Network (AGW-NET), Member of Intergovernmental Hydrological Programme Tanzania National Committee (IHP-Tanzania NC), Executive committee member - OWSD Tanzania Chapter, Co-coordinator of the 23- UPH (Unsolved Problems in Hydrology) in Africa and Coordinator of the WaterNet Regional Programme- Tanzania.

Eng. Rogatus Hussein Rashid Mativila - Board Member

Eng. Mativila is a Chief Executive for TANROADS from July, 2021 to date, Before joining TANROADS he was working as Director of Roads in the Ministry of Works and Transport (Works) dealing with preparation, monitoring, evaluation and review of implementation of policies, guidelines and standards for Roads Development and Maintenance; Monitoring and Evaluating performance of Roads; Carrying out technical audits on development and maintenance programmes of road projects.

Engineer Mativila is an experience engineer with twenty-three (23) years of practical experience in the field of Highway Engineering, Ports, Railways, Aerodromes and Management issues. He is an experienced Engineer who has worked in the field of roads since 1998. His professional experience includes also Procurement Management and Contract Administration, Preparation of Annual Plans and budgets for development and maintenance works.

Mativila sits as a member in number of Public Institution and professional organisation and serves in different commitee; National Steering Committee for the Tanzania Social Action Fund (TASAF) from 2013 to date representing the Ministry of Works and Transport (Works) on areas regarding Public Works Subprojects and Member of TANROADS Board, Ministerial Tender Board, Member of Roads Fund, Engineer’s Registration Board, (PEng 3498) and Institution of Engineers and Road Fund Board.

Engineer Mativila holds Master of Engineering Management (Project Management) from University of Dar es salaam.

Hassan Hamza Nkya - Board Member

Hassan Hamza Nkya is a Senior State Attorney in the Office of Attorney General in the Division of Legislative Drafting. His duties among other includes Drafting of Government Bills and other documents relating to legislative drafting; study and analyse Government policies and existing laws prior to or for purpose of drafting of new legislation; Drafting and or vetting of proposed subsidiary legislation such as Regulations, Rules, Bylaws and Orders as instructed from Government Departments or Ministries; Provision of legal advice to the Government Ministries, Departments and Institutions on various legislative matter;
Mr Hassan holds a Bachelor of Laws from Mzumbe University. He is also a holder of various professional certificates in areas of Anti-Money Laundering and the Financing of Terrorism, Counter-Terrorism, Post Blast Investigations, Prosecution Led Investigation on Corruption and Fraud Cases, Prosecution of Juvenile Cases and the Law of the Child and National Counter-Terrorism Course on Crime Scene Management.

As an experienced Attorney, who worked in the Division of Director of Public Prosecution, he prosecuted several Criminal cases in Subordinate Courts, he also attended several Criminal Appeals in High Court and Court of Appeal. He also prosecuted civil cases where the the proceeding is brought by or against the Government.

Eng. Bernard Boniface Kavishe - Registrar / Secretary

Eng Benard Boniface Kavishe is Registered with ERB as a Professional Engineer with Registration No. 2636
Eng Bernard Kavishe is the current Registrar of Engineers Registration Board (ERB) after being transferred from Tanzania Civil Aviation Authority (TCAA) an aviation Regulatory Authority where he worked for ten years raising to the position of Chief Aerodromes and Ground Aids Inspector (CAGI).

He previously worked in Construction industry since his graduation from the then Faculty of Engineering (FoE) of the University of Dar Es Salaam in 1996 with a degree in Civil Engineering.

Eng. Beranrd Kavishe is an expert in Airport Engineering, Civil Aviation Oversight, Aerodrome Subject Matter Expert recognized by ICAO and Contract Management. He is an active member of the Engineers Professional fraternity; registered with ERB as professional Engineer, a member of IET and Construction Sector Transparency Initiative (CoST).

He holds a Masters Degree in Monitoring and Evaluation (M&E) from the Open University of Tanzania (OUT) and a post graduate Diploma in Airport Design and Maintenance from Singapore Aviation Academy in collaboration with Institute of Transportation Studies, University of California, Berkeley, USA. HILI NI TUKIO LA UWAPISHWAJI KWA WAHANDISI ambapo tarehe 13.04..2023, Bodi ya Usajili wa Wahandisi (ERB) imeendesha zoezi hilo katika Ofisi zake zilizopo Dodoma na Dar es Salaam huku jumla ya Wahandisi 117 wakikidhi na kufuzu vigezo cha kuwa Mhandisi mtaalamu na hatimaye kula kiapo chao cha kitaaluma mbele ya Kamishina wa Kiapo Aidha zoezi hili hufanyika kwa kuzingatia Sheria namba 63 ya Usajili wa Wahandisi ya mwaka 2014, Kifungu namba 4, kifungu kidogo namba 1 - 5. kinachowataka Wahandisi Wataalamu wote pamoja na Kanuni za Maadili kula Kiapo au Uthibitisho.
