WHAT SHOULD BE DONE
Special emphasis on technology development through cooperation with foreign countries
Since gaining independence Tanzania has been gradually making advancement in various sectors. Tracing back to 1980s when industrial output and capacity utilization declined. The economy was dominated by simple activities mainly for day to day life support. Competitive responses to market forces have been weak and do not show any sign of sustained technological or export dynamism. The economy remains heavily dependent on agriculture and other natural resources, without the structural transformation that long-term development requires.
To copy with the world, Government then started taking measures at least to attain certain degree of development in its sectors. In technology government introduces the so called Tanzania National Scientific Research Council in 1969 to manage science and technology development. In 1985, the Government published the National Science and Technology Policy document, reflecting its socialist philosophy, these documents are, however, optimistic wish lists rather than realistic strategies.
Later various governing bodies were formed with wider and clearer mandate for coordinating and promoting science and technology development. To mention these includes Commission for Science and Technology (COSTECH). Tanzania Bureau of Standards was established (TBS) to manage metrology standards, testing, and quality standards in Tanzania. Small Industries Development Organization (SIDO)

WHAT SHOULD BE DONE
- Special emphasis on technology development through cooperation with foreign countries, the government should begin relying on the acquisition of foreign technology as a primary strategy for technological development. This can be achieved though international trade, foreign direct investment, migration – especially foreign education of students and workers – international research collaboration, and integration into global value chains
- Government may offer tax breaks or directly fund the innovation activities of local businesses. Governments may offer tax breaks or directly fund the innovation activities of local businesses in order to enable cultivated talents to rise and grow bigger. Moreover, they can offer benefits to transnational corporations to attract their branches. These policies will result in the transfer of technologies, knowledge, expertise, and skills. Also this effort will encourage private investors so invest in technological bases industries
- To enable research institutions to establishing technology companies. In order to establish and develop domestic innovated technologies government should enable research institutions to have technology companies which will use the domestic innovated technologies and turn them into tangible goods. For example government may facilitate (financial and infrastructure) Dar es Salaam institute of technology to establish a company that will use domestic technology to produce electronics, same to Computer Science and Engineering Department (UDSM-CSE) to have a company that will base on Artificial Intelligence technology
- Establishing talent cultivation programs. Government may introduce programs among youth to enable them to show their talent in various sectors such as in technology, management, science agriculture etc. this can be done in formal systems like in level learning entities.
- Affiliating with foreign companies to establish industrial clusters. The concept of to establish Export Processing Zone (EPZs) was a promising indicator that we a starting to move from having wish lists to actual strategic development planning strategies. Since we are in transition process it’s hard to attain all depending on local innovation but by affiliating with foreign companies it’s easy to learn and adopt what others do. To attain these each foreign company should be forced to have in job training to university students who have same career way with their companies.
- Prioritizing and marking technological development as national agenda. Marking technological development as nation agenda will enable leaders to put their efforts to the set agenda. As we have seen during the establishment of the so called “Tanzania ya Viwanda” a milestone was reached within a short period of time. For example government may introduce “Made in Tanzania2030” meaning that by reaching 2030 Tanzania will be self-sufficiency in high-tech industries like telecommunications and artificial intelligence (AI).
- Reevaluated science and technology policy and initiate reforms in science and technology system. To set policies favorable to promote international collaboration and the attraction of transnational corporations in science and technological development, this will aid in the creation of industrial zones and establishment of technology hubs within the country, investments in research and development.
KEY PERFORMANCE INDICATORS
To gain technology immortality strategies should be set to assess the performance of above mentioned suggestions, it would worth nothing setting measures to take without having assessment tool that can be used after ten years (10years) and can be reviewed after every ten years depending of government priority. Below are Key Performance Indicators (KPI)

- Number of foreign companies functioning with in the country within in the period of five to ten years
- Exportation and importation rate measured in percentage within a prescribed period of time
- Number of goods produced within countries
- National consumption dependence and independence rate
- Total amount spent by government to fund innovations
- Total amount exempted as tax breaks
- Number of local business beneficiaries from government funds
- Total amount spent by government to research institutions
- Number companies established by research institutions
- Number of companies functioning
- Number of products produced by all companies
- Assessing the market reaction
- Total amount spent on talent cultivation programs
- Numbers individuals obtained through the program
- Local innovations obtained through the program
A technological weakness in Tanzanian is an important constraint not only on manufacturing growth and competitiveness, but also on the structural transformation of the whole economy. These all can be done as short or long term strategies to establish, rise and gain technology immortality in Tanzania
