Ethiopia Awards Safaricom First Telecom License

Now you are shifting the goal post to Safaricom-Ethiopia vs Safaricom-Kenya. Of course Ethiopia and Ethiopians will benefit immensely from this deal. They will be getting $8Billion worth of investment but just so you know, whatever profits that Safaricom make in Ethiopia, 35% will go to GoK and another like 10% will go to Kenyan investors at the NSE with rest going to foreign investors. Also don't forget that cloud services that Safaricom provides to businesses will still have their physical servers hosted in Kenya, MPESA servers will also still be hosted in Kenya, so the more they expand in Ethiopia, the more they will need to expand their Data Center capacity which require more high skilled staff in Kenya.
Another thing you should also not forget is Safcom is listed at the NSE, so by expanding to Ethiopia, it will increase their profile causing investors to buy more shares thus increase the price per share raising the company's value... They could probably get an extra $300 - $500m at the NSE...money which will translate to more dividends to shareholders like GoK.
So whatever Safaricom does outside of Kenya has everything to do with Kenya, if they fail out there it could affect investor confidence not only for Safaricom stock price but all NSE listed firms in Kenya will tumble.

Safaricom shareholders’ paper wealth rose by Ksh90.1 billion ($836.8 million) Monday as investors rushed to buy the company’s shares after it was awarded a licence to enter Ethiopia’s underserved telecoms market.

It marks one of the largest one-day gains on a single stock in the history of the Nairobi Securities Exchange (NSE).

The telco’s share price closed at a record average of Ksh41.75 ($0.39) from Friday’s Ksh39.50 ($0.37), giving it a market value of Ksh1.67 trillion ($15.5 billion), the highest since listing at the Nairobi bourse in June 2008.

Safaricom will own a majority stake in a series of companies formed for entry into Ethiopia’s telecoms market, giving the firm effective ownership of 55.7 per cent in the new venture.

The Nairobi Securities Exchange-listed company has disclosed the exact ownership structure of the consortium that on Saturday won a licence to enter the new market at a cost of $850 million.

Japan’s conglomerate Sumitomo Corporation is the second-largest investor with a 27.2 per cent stake, followed by UK’s sovereign investment fund CDC Group (10.9 per cent) and South Africa’s Vodacom Group (6.2 per cent).

Vodafamily Ethiopia Holding Company Limited, incorporated in England, will own Netherlands-registered Global Partnership for Ethiopia B.V. (GPE).

GPE will in turn own a new operating company in Ethiopia whose licence will run for 15 years, with the right to apply for an additional 15 years.

“As Safaricom will directly or indirectly hold more than 50 per cent equity stake in each of the consortium companies, each such consortium company will become a subsidiary company of Safaricom,” the telco said in a notice.

“The consortium, through the operating company, intends to commence commercial operations in 2022.”

The use of multiple investment vehicles will give the venture flexibility in terms of more favourable taxation and debt financing.

The Safaricom group beat out a rival bid from a consortium led by South Africa’s MTN Group whose offer of $600 million was deemed too low by Ethiopian officials.
