Basically, Tanzania is a failed state due to unequitable distribution of resources. A country with no devolution may soon fall under the category of failed states.

It is normal for you Kenyans to criticize anything which you think is painting bad image towards Kenya.
This group is respected world wide, it can't use different criteria in one research, unless you haven't done any training on research methodology. One biggest principal in comparison is that, the same criteria must be used to judge them.
