Fake reasoning by the goverment in denying some education graduates with employment

Am deeply concerned on why the govermemt denied employment to all Bachelor of education(BED) graduates for the simple reason that they are meant to be teachers but rather tutors. My take kwa nini miaka yote waajiri wote isipokua huu mwaka, semeni hamna pesa because BED graduates were more than 1000 sasa waende wapi? Toa maoni
