French firm, Total ready to build oil pipeline from Uganda to Tanga

Total, a global, integrated energy producer and provider, has expressed its intention to build the 1,400km-long oil pipeline from Uganda's Lake Albert to Tanzania's northeastern port of Tanga as the gateway of Uganda's oil to the international markets.

The world's fifth-ranked international oil and gas company and second-ranked photovoltaic solar power producing firm, is currently exploring oil in Lake Albert.

The oil firm's headquarters in East Africa is based in Uganda's capital, Kampala.

The company's Senior Vice President for Eastern Africa, Javier Rielo, disclosed the plan at the weekend when he met with President Jakaya Kikwete at the State House in Dar es Salaam.

President Kikwete lauded the firm's plan of building the oil pipeline to join the two points lying about 1,400 kilometers apart.
Total's plan came at the time when the government, through the Energy and Water Utilities Regulatory Authority (Ewura), is finalising preparations to start using the Tanga Port to offload petroleum product imports under the Bulk Procurement System (BPS).

Ewura Director General Felix Ngamlagosi was once quoted as saying that using Tanga Port to offload imported petroleum products would reduce costs of the same and boost the region's economy, making it more vibrant as opposed to the current situation.

Ngamlagosi was of the view that the Tanga Port as a second discharging point of imported petroleum products would help decongest the Dar es Salaam Port and reduce delays for ships to dock before they offload from the current two days to zero to make it more efficient.

He stressed that depending on the Port of Dar es Salaam was very risky, considering the security of supplies of petroleum products for the country, adding that in case of a problem it would be easy to check it with alternative ports in the country.

With this the case, the construction process of central corridor will intensify more rapidly despite the fact that Kenya will never let this go and considering the ongoing Sugar saga between Uganda and Kenya by together Vs Raila Odinga, then obvious Uganda will bring the oil pipeline into Kenya.

It isnt true that Lokichar is an unstable, terror infested region; nor is Lamu port the Alshbb base in east Africa, as it is firmly in control of the government of Kenya.

Why would anybody want their expensive oil pipeline run thru that vast, sparsely populated land that is Tanzania? It would be wiser to construct such a facility thru a heavily populated region that is the southern Kenya, where it'll be easily monitored and the chances for vandalism minimized. Geza Ulole, u say that you guys do things quietly while we ''try to force things'',but let me jog your memory here: do u remember this thread here? U even gleefully predicted the ultimate demise of the northern corridor upon the project's completion. It was supposed to be finished this year, right? But how far have u gone?

The SGR is well on course

Sio kweli. The state (Rais Museveni) hana say in those negotiations. Makampuni yenyewe ndio yatashughulikia kila kitu. Kazi ya serikali ni kuchukua chakwao tu!

Uganda and Tanzania have signed an agreement to explore the possibility of building a crude oil pipeline between the two countries, Uganda's Ministry of Energy and Mineral Development said on Monday.

The Ugandan president had indicated in August that a route through Kenya had been picked for its oil, but Uganda said last month it was still considering a pipeline through Tanzania.

Although Uganda said in August it had agreed to the Kenyan route, it said Nairobi had to guarantee security for the pipeline, along with financing and cheaper fees than alternatives.

The Kenyan route raised some industry concerns because it would run in a region in the country's north where security is poor, and near the border with Somalia from where Islamist militants have launched attacks on Kenya.

"As a country, we are evaluating the routes with the idea that we have the least-cost route," the statement said. "We would like to ensure that our crude oil has value."

Landlocked Uganda is keen to get a pipeline to the east African coast to ship its crude reserves, estimated at 6.5 billion barrels, at the least possible cost.

"The (agreement) creates a working framework for the potential development of a crude export pipeline from Hoima to Tanga Port of Tanzania," the ministry said in a statement.

The agreement was signed between state-run Tanzania Petroleum Development Corp, the Ugandan and Tanzanian energy ministries, and Total E & P Uganda, a unit of France's Total .

Total had recently said it was looking at a possible Tanzanian option for a pipeline.

A final decision on the pipeline route is seen as crucial in helping Total, UK-based Tullow Oil and China's CNOOC , explorers in Uganda's petroleum industry, to decide on oilfield development plans.

Tullow, alongside its partner Africa Oil Corp, also has crude discoveries in Kenya.

Uganda has said it aimed to start crude production at least by 2018, although most industry analysts expect full-scale commercial production to take off in 2020, when a domestic refinery and an export pipeline are expected to be in place.

Settling for a route through Tanzania could slow some projects in Kenya, which are planned to run alongside the pipeline on the corridor of land in the north of the country to Lamu, where Kenya wants to build a new port to serve the region.

France - Uganda: Total says Kenya security important in Uganda pipeline decision

Total's Chief Executive Patrick Pouyanne said on Thursday that his firm was considering exporting oil from Uganda via a pipeline through Tanzania because of security concerns about a route through Kenya.The French firm has previously said it was considering a Tanzanian route, but had not clearly spelled out the reason.

I have high hopes that we'll find a solution because it is in the interest of the Ugandan government

Experts had said security was likely to be a major factor. Uganda said in August that a route through Kenya had been picked, but this month signed an agreement with Tanzania to explore a Tanzanian option.

"There are debates over security in Kenya which to me are very important," Pouyanne told journalists on the sidelines of an industry summit in Paris, when asked about the route.

A final decision on the pipeline route is seen as crucial in helping Total, and other explorers in Ugandan oil fields estimated to hold about one billion barrels of oil equivalent, to decide on oilfield development plans.

The Kenyan route would run through a northern region near the border with Somalia, from where Islamist militants have launched attacks on Kenya.

"We are working with the governments of Kenya, Tanzania and Uganda," Pouyanne said.

"I have high hopes that we'll find a solution because it is in the interest of the Ugandan government to develop this petrol and also the interest of the neighbouring countries," he said.

Our brethrens from Tanzania, we Kenyans arent in any way opposed to nor flustered by your development initiatives. Ofcos we want Africa to prosper, and no country shld be left behind.

It's funny! What makes u guys believe that the Kenya's infrastructural programs are doomed to fail while those in Tanzania succeed?

Surely, with these projects, shouldnt we be having the gambler's cautious optimism that they'll either pay off big time as envisaged, or u know? (Tazara and Eldoret international airport, do they ring a bell?).

It's still too early to celebrate and gloat, yet most of the grand projects are yet to materialize. They are still proposals on paper.

Gezaulole and msemakweli, we Kenyans wish u guys luck in your noble undertakings to develop your country and to ensure that each and every person enjoys a descent standard of living.
When Tz shines and Kenya shines and Uganda and Nigeria etc, the whole Africa shines.

It's therefore pointless to wish us failure. God dislikes such an attitude

Kenya is desperate a reason we laugh at you guys since we pretty much know economics will decide on the route to Indian Ocean and not political decisions that will expose the route to no man land without infrastructure and terrain that does not support the flow of oil in the pipeline unlike Hoima-Tanga that naturally slopes to the Indian ocean.

And why then has Tz launched all these massive roads and railway projects if it isnt just as ''desperate'' as Kenya?
Why are u so certain that our Lamu and SGR projects will fail while Tanzania's Bagamoyo port and Uganda-Tz pipelines and railways and airports will definately thrive?

Why will Kenya's fail? Explain that me.

Who said SGR will fail i said will be in for it to compete since shorter route (Tanga-Arusha-Musoma-Kampala) is being developed and beware if Lowassa is to clinch Presidency be rest assured Tanga-Arusha-Musoma and Dar-Mwanza-Kigoma railways will be overhauled much faster!
 
A reason why the LAPSSET project is bound to fail is

i) Juba oil fields are all connected to refineries in Khartoum and onwards to Indian Ocean via Port Sudan while Ethiopia is already building a pipeline to Djibouti after a railway that is about to be completed in 2016 that seems to extend to South Sudan oil fields in the near future.

ii) The terrain between Hoima and Isiolo is not supportive enough since is characterized with lakes and rivers e.g. Lake Kyoga and Higher Mts Ruwenzori and Elgon that makes the pipeline economical unfeasible apart from lacking the infrastructure out of the areas being neglected! This is aside the Al Shaabab terrorists presence in the whole of Northern Kenya plus Lamu. Unlike Hoima-Isiolo-Lamu route Hoima-Tanga route is shorter and sloping towards the Indian Ocean.
