From nacte to diploma holders

NACTE has released a list of diploma holders who were not selected to join various course as per their selection during the application trough CAS.The list is available in their website www.nacte.go.tz,what am not sure is,if your name is not in the list,does it indicate that you have already selected to the college of your first choice?
