NAIROBI, KENYA:The Auditor General's report into the affairs of Machakos County has revealed irregularities in procurement procedures and possible embezzlement of millions of shillings.

The Auditor General cites alleged financial improprieties committed by the Governor Alfred Mutua's administration, including some directly implicating him.

Mutua has been publicly hailed over the manner he has been running the county.

But now the governor will be hard-pressed to deflect the negative publicity that will come from the auditor's depiction of Machakos as reeling under financial irregularities and demands surcharging of those culpable.

The report is, however, quick to point out that the handing over and taking over of assets and liabilities from the defunct local authorities and councils was not done as expected because the Transition Authority did not guide the process.

The report prepared between January and June 30 last year, claims Dr Mutua incurred a Sh7.5 million "confidential expenditure" whose payment vouchers were not supported by any documentation.

Monday, Mutua did not return our calls to his mobile phone number as we sought his response to the allegations in the report.

The auditor is also questioning the use of Sh2.9 million of public funds towards the funeral expenses of the late Makueni Senator Mutula Kilonzo, where Sh1 million was given to Mutua to offer as contributions.

The Auditor General's office is querying the use of the money, given the late Mutula was the senator of Makueni and not Machakos.

Also singled out by the auditor is the payment of another Sh1 million.
According to the auditor, the function was attended by the Head of State and thus the public address system was provided for by the Presidential Press Services "thus putting the integrity of the Sh1 million paid for the service to question".

"The expenditure of Sh2.9 million is an irregular one and the culpable officers should be surcharged for the apparent loss in a nugatory expenditure of public funds," states the auditor in his damning report.

The report also points out Sh154,000 payment to a doctor as imprest for baiting stray dogs in Machakos town and its environs.

On the Sh7.5 million "confidential expenditure" where Mutua is indicated as the payee, the auditor states that the amount was not accounted for and thus his office could not confirm if it was lawful.

The auditor's report also punched holes into the procurement and purchase of 16 second-hand vehicles for county executives costing Sh32. 9 millions, saying there were no inspection reports, which were provided for audit verification, among other irregularities.

"These vehicles were imported and registered in different individual names, though supplied by one dealer, a clear indication that the dealer did not have the capacity to supply but acted as an agent to various owners," states the report.

Further, the auditor says the vehicles were fitted with private registration numbers and by the time of writing the report, the same had not been transferred to the county government, and were thus prone to misuse or even theft.

GOODS AND SERVICES

Dr Mutua's administration is further accused of irregularly recruiting 156 employees, who incur the county Sh13 million per month in wages.

They were allegedly hired without the positions being advertised or the involvement of the County Public Service Board, which had not been constituted. The report also unearths irregular procurement of goods and services for the Machakos County Investors Conference at Maanzoni, where an expenditure of Sh10.5 million was incurred.

Kwetu sisi ukiona mwanao ambaye unamjua kabisa kuwa hana uwezo analeta vitu vya thamani nyumbani lazima umuulize umepata wapi. Kwa hiyo wana-Machakos wanatakiwa waulize Mutua hiyo pesa amepata wapi? Pia si vizuri kwa jamii kumtegemea mtu mmoja binafsi kuwaletea maendeleo,mwisho mutakuwa watumwa wake. Haya maendeleo yanatakiwa yafanywe na watu wote wa county na si kusubiri Mutua alete vitu vyake binafsi kwa ajili ya kuleta maendeleo. Hiyo ni hatari kwa ustawi wa jamii.

Kwangu mimi anachofanya Mutua ni RUSHWA kwa malengo yake binafsi,na si ajabu hiyo ni hela ambazo Magavana wengine wameanza kukimbilia mahakamani kuwa wasichunguzwe.

Even before we are done talking about the new people’s park he recently opened which you can read about here, Mutua has now unveiled 200 new ambulances for Machakos. In his speech Mutua said that many children in Machakos are called ‘Nzia’ as they are born on the road side. Mutua said,
“Getting to hospital for emergency treatment is essential to save lives. That is why while I was campaigning, I promised that our mothers will no longer be ferried on wheelbarrows and donkeys to go and give birth.
Today, I am pleased to fulfill that promise. We are unveiling a Health Care program of Kshs. 1 billion.”

No good deed goes unnoticed and it is for this that Machakos governor Dr. Alfred Mutua has become the best governor to report about. Why? you ask? well because all he seems to do are good deeds, mostly beneficial to his locals.
Even before we are done talking about the new people's park he recently opened which you can read about here, Mutua has now unveiled 200 new ambulances for Machakos. In his speech Mutua said that many children in Machakos are called ‘Nzia' as they are born on the road side. Mutua said,
"Getting to hospital for emergency treatment is essential to save lives. That is why while I was campaigning, I promised that our mothers will no longer be ferried on wheelbarrows and donkeys to go and give birth.
Today, I am pleased to fulfill that promise. We are unveiling a Health Care program of Kshs. 1 billion."

NAIROBI Kenya, Feb 18 – Machakos County Governor Alfred Mutua now says he is ready to answer any question arising from the Auditor General's report that indicates he has misappropriated funds. Speaking when he launched 70 ambulances for his County on Tuesday, Mutua refuted the report saying he was only focused on developing Machakos.

The Auditor General has released a report indicating that millions of shillings meant for County development had been misappropriated.
"All the money that we are spending in the County, we are squeezing each and every shilling to ensure services are provided to our people. We've seen people running around with questions… and am saying each and every question asked to us, we shall explain because we have nothing to hide in Machakos," he stressed.
"I wish to say that we are able to achieve all our development projects because we planned ahead even before we prepared our budget so as to capture our manifesto promises. We are also adhering to strict procurement guidelines and transparency."
Mutua maintained that his focus was only in helping the populace of his County.

"We have set reserve prices so we get goods and services at market prices and even as the case of these new ambulances, we managed to get them below the market prices. All the money we have is for the people and not for corrupt elements and we make sure every shilling gives us value," he stated.
"Some people have wondered; does Machakos have more money than other counties. We are doing this because we are spending all money for the people and not for corrupt networks."
He said it was not business as usual in the county "just as the President and his deputy say, we are in a digital generation."

MACHAKOS Governor Alfred Mutua yesterday caused a stir after he posted a photo on social media with a lady who he captioned as the First Lady.

"Sharing a light moment with the Machakos First Lady Lillian during the launch of the Machakos County Comprehensive Health Care Program at the Machakos Stadium," he posted on Facebook. The picture posted yesterday was taken when Mutua flagged off 70 new ambulances for his county.

Within the first one hour of the posting, more than 700 people had liked the picture while more than 170 people had commented.

Some commended Mutua having a "beautiful wife" but others posted photos of a lady called Josephine declaring that this was the "First Lady" they knew.

Someone posted a link to a story in the Standard Newspaper in November last year. The story about governors and their wives said Mutua's wife is called Josephine Thitu Mutua, who holds a Bachelor's degree in Pharmacy, a master's degree in Public health and a Doctorate in Pharmacy. "Together with Dr Mutua they have three children: twins aged four and the eldest child aged seven," the Standard wrote.

On Facebook Bwire Ojiambo said Machakos is ahead "from development to first lady."

Christine Mwiti and Jane Gichuhi wondered whether he had changed wives and 'Surprised Sarah' wondered "what happened to Josephine Thitu Mutua."

"We were high in anticipation and speculation!!!!! Pretty First Lady. Pretty stuff you are doing in Machakos," said Sammy Kitula.

This week Mutua has also come under fire from the Auditor General who handed over a report to senators querying Sh35 million of expenditure between January to June 2013.
