These are purely Tanzanians’ views. The second Draft Constitution sounds interesting. It is good and one gets a picture that it does surely reflect views of Tanzanians. Judge (rtd) Joseph Warioba and his team have done a wonderful job. So, it is up to us to produce a constitution that will meet the needs and requirements of Tanzanians.

Judge Warioba and his team have done a wonderful job. They have proved to us that they really did collect Tanzanians’ views which they have now presented to us. Judge Warioba and his team did not vote to arrive at the recommendations presented in the Draft Constitution but they reached a consensus and I am sure they are saying the truth. As a member of Chama Cha Mapinduzi, which is advocating for a two-government system we only need to come up with concrete data in support of the position.

Judge Joseph Warioba has helped us a lot. He has helped us to know that the current setup of the Union has been hanging in balance since 2010 when the House of Representatives in Zanzibar made some amendments to the Isles’ Constitution. In short, Warioba’s team has presented what I would simply term as a ‘wake-up call’ to people of Mainland Tanzania so they can advocate for their Tanganyika. I salute Warioba and his team for doing a wonderful job.

We congratulate Judge Warioba’s team for a wonderful job. They have done their job. The law now requires us to do our part. We only need the wisdom and a sound analysis by Constituent Assembly members to improve it before forwarding it to the wananchi in the referendumObviously, there will be differences in the process but at the end, we should be able to deliver the best Constitution to Tanzanians.

We have heard what he has said. Our duty as Constituent Assembly members is to analyse the problems that he has highlighted and get convinced if the medication to problems really lies in the three-government system. In my view, an improved two-government system can still help us overcome the challenges that he has highlighted.

The team has done a good job only that it is not true that we can only overcome the current Union challenges if we adopt a three-government system. Personally, I’m not the kind of person who will be bound by the official position of my party on an issue of national interest. However,However, on this, I seriously do not believe that we cannot find solutions to our current problems with the current union setup.

We have received Judge Warioba’s report. We gave him all the freedom to present at his own speed and to clearly explain to CA members what is contained in the second Draft Constitution. Seriously, he has done a wonderful job and as you can see, his presentation has brought smiles on faces of a number of CA members today. The mood has completely changed. Yesterday, people were angry but today, people are united and discussing issues with one voice. Otherwise, everyone has his/her own beliefs so we do not expect his presentation will end people’s perceptions, beliefs and values. In the end, we will discuss it and get a good constitution for all Tanzanians.

Presentation was good not only because of regulations but for us to understand considering that the debate on the structure of the Union has been at the centre stage. We discussed for a longtime but still we did not reach consensus. Therefore, the presentation has put more light to the matter since it explained weaknesses of the Union that are impossible to be solved without changing the whole system. After the presentation now I think members of the CA would discuss issues.

The presentation by the Constitutional Review Commission (CRC) has touched very important thoughts that were raised by the citizens. Warioba’s speech filled with human values and integrity, thus if we (members of the Constituent Assembly) follow and use statistics given by the CRC, our Union would be strengthen and our national values will be developed.
