First and foremost, efforts are needed to be invested to cultivate, inculcate and perpetuate book reading culture from elementary level. When this culture is instilled, learners will be in a position to engage in competing discourses as per their rich reading may have been given them rare opportunities to survey enormous perspectives. One can not learn through rote learning and teaching, even if he/she is genius without knowing prevalent perspectives in his/her subject of interest. This is what most of Tanzanian learners are profoundly missing; most of learners are mostly results oriented persons instead of knowledge. Parents are not bothered with how much their sons and/or daughters KNOW but rather how many As they GET. The government too, has the same outlook.
