Taarifa ya Kamati ya haki, maadili na Madaraka ya bunge iliungwa mkono na Spika wa Bunge kabla ya kuanza kujadiliwa na bunge (baada tu ya Mwenyekiti wa kamati kutoa hoja). Tafsiri ni kuwa ilielekeza wabunge nini kinachotakiwa na Spika. Muelekeo ulikuwa ni kuunga mkono hoja na sio vinginevyo.

Hata hivyo, mazoea (Good Practice) katika sekta tofauti (ikiwa ni pamoja na Mamlaka za Serikali za Mitaa) ni kuwa wajumbe wa kamati husika huwa hawaruhusiwi kuijadili taarifa ya kamati yao baada ya kuwasilishwa isipokuwa wajibu wao ni kuitolea ufafanuzi pale wajumbe wasio wanakamati wanapohoji. Kilichofanyika bungeni jana ilikuwa ni kwenda kinyume na good practice kwani karibu asilimia 80 ya waliochangia taarifa walikuwa ni wajumbe wa kamati. Madhara ya wajumbe kujadili taarifa yao wenyewe ni kuwa na majibu tegemewa (expected answers), kwamba isingewezekana kwa wajumbe hao kujadili tofauti na kilichowasilishwa na wao wenyewe (hoja iliyopo mezani) maana ingekuwa ni kujikata mitama. Kwa mazingira haya ni rahisi kuhitimisha kuwa azimio la bunge la tarehe 31 Agosti 2021 lilikuwa ni la kupangwa.​

Spika alikuwa anaongea huku anajihami akijua kuwa wahanga lazima wajibu mapigo. Akasema najua kijana (Slaa) atajibu jibu huko mitaani maana ndiyo njia aliyochagua kuitumia.

ABSOLUTELY, Yes. Lilikuwa la kupangwa na nionavyo mimi ni kwa sababu zifuatazo;

1. Ishu ya mbunge Jerry Silaa (Ukonga) inagusa maslahi ya wabunge moja kwa moja. Hawakupenda na milele wasingependa maslahi yao yahojiwe au kuguswa. Kwa hiyo ili kujilinda ilikuwa ni lazima wamwadhibu Jerry Silaa (kama intimidation kwa wengine) tena kwa namna ya kumtukana na kumdhalilisha na ignorantly na kwa makusufi wakaacha kujibu hoja na concern ya wananchi ya kwanini kodi nyingi na za kinyonyaji hivi kwa sasa....!!??

2. Kwa ishu ya Mch. Gwajima, hiyo ni vita ya ulimwengu wa roho wanadamu wakiwa ndiyo uwanja wa mapambano...

Gwajima anawakilisha ulimwengu wa roho ndani ya Ufalme wa Mungu/mbinguni chini ya mfalme wa wafalme Yesu Kristo na wabunge/bunge/serikali wakiwakilisha ulimwengu wa roho ndani ya Ufalme wa ulimwengu huu chini ya mfalme wake Ibilisi/shetani...

This was expected kwa sababu Mch. Josephat Gwajima ameingia na kugusa ikulu ya shetani kwa kuupinga mpango wake wa kuangamiza wanadamu kwa kitu hiki kinachoitwa chanjo ya UVIKO 19...

Na kwa sababu hii ni vita kali na ngumu sana na wanaoweza kupigana ni watu aina ya Mch. Gwajima tu. Inashangaza badala ya kuwaunga mkono, tunageuza silaha zetu kuwapiga wao. This is typical devil's strategy...!!

Ni Bahati mbaya tu kuwa wabunge na serikali yetu hii chini ya Rais Samia Suluhu Hassan inatumiwa kueneza agenda na mipango ya shetani bila hawa masikini wa ufahamu kujua...!!

3. Ukichunguza kwa makini, utagundua kuwa wabunge karibu wote wanaujua ukweli kuwa wanakwepa kodi kwa pesa wanazojilipa kwa kuziita "posho" ili tu zisikatwe kodi..!!

Hebu jaribu kufukiri, inawezekanaje malipo ya takribani TZS 13,000,000 kwa mwezi kwa mbunge mmoja, eti TZS 9,000,000 yote iitwe "posho" huku 4,000,000 pekee ndiyo iwe mshahara unakatwa kodi ya PAYE halafu wakati huohuo wakitutungia sisi wananchi sheria kandamizi na za kinyonyaji za kodi kama hii ya tozo za simu...?

Hawa wabunge wanajua kabisa kuwa kuna Watanzania wana kipato cha mshahara wa TZS 400,000 tu kwa mwezi na kinakatwa kodi lakini wao 9,000,000 yote hawataki kulipia Kodi..!!

Kwa hiyo, mpaka hapo hawa wabunge na Spika wao Ndugai wanajua kuwa ndugu zao hawa (Gwajima na Silaa) wameonewa tu. Hii ni mbaya sana na haifai kabisa...!!

Cha kushangaza eti hata Msukuma na Lusinde walikosekana kwenye ile list ya kujadili mpango wa umbea huu. Sababu ni moja tu, NAFSI ZAO ZINÀWASUTA...!!

Yaani kuthibitisha kuwa wanalinda sana maslahi yao, Sio Mwenyekiti wa Kamati wala wachangiaji wa hoja walioweza kutaja kiwango cha mshahara wa mbunge. Wote walikuwa wanazunguuka na hata kwa Jerry Slaa wakasema amekiri kuwa basic salary inakatwa kodi, hawakutaja basic salary ni shilingi ngapi. Bunge hilohilo huwa linapitisha kwa kutaja wazi viwango vya kima cha chini vya mishahara kwa waajiriwa wa serikali na sekta binafsi, Tshs. 150,000/= serikalini. Hakuna mbunge aliyewahi kuonesha Salary Slip yake (hii ni mpaka kwa wabunge wa upinzani waliokuwpo bunge lililopita na wanalalamikia wabunge wa bunge la sasa). Hakuna mtanzania anayeweza kusema kuwa mshahara wa mbunge exactly ni shilingi kadhaa, imefichwa hivyo watu wamebaki kukisia kisia tu.

Jerry Slaa amesema mshahara wa mbunge haukatwi kodi, Kamati ya Bunge badala ya kuwaita TRA waje kuthibitisha kama wanatoza kodi mshahara hu au la, wao wanamleta mhasibu wa bunge hilohilo linalotuhumiwa kutolipa kodi mishahara, atathibitisha nini huyu?

This was expected kwa sababu Mch. Josephat Gwajima ameingia na kugusa ikulu ya shetani kwa kuupinga mpango wake wa kuangamiza wanadamu kwa kitu hiki kinachoitwa chanjo ya UVIKO 19...

Na kwa sababu hii ni vita kali na ngumu sana na wanaoweza kupigana ni watu aina ya Mch. Gwajima tu. Inashangaza badala ya kuwaunga mkono, tunageuza silaha zetu kuwapiga wao. This is typical devil's strategy...!!

Ni Bahati mbaya tu kuwa wabunge na serikali yetu hii chini ya Rais Samia Suluhu Hassan inatumiwa kueneza agenda na mipango ya shetani bila hawa masikini wa ufahamu kujua...!!

3. Ukichunguza kwa makini, utagundua kuwa wabunge karibu wote wanaujua ukweli kuwa wanakwepa kodi kwa pesa wanazojilipa kwa kuziita "posho" ili tu zisikatwe kodi..!!

Hebu jaribu kufukiri, inawezekanaje malipo ya takribani TZS 13,000,000 kwa mwezi kwa mbunge mmoja, eti TZS 9,000,000 yote iitwe "posho" huku 4,000,000 pekee ndiyo iwe mshahara unakatwa kodi ya PAYE halafu wakati huohuo wakitutungia sisi wananchi sheria kandamizi na za kinyonyaji za kodi kama hii ya tozo za simu...?

Hawa wabunge wanajua kabisa kuwa kuna Watanzania wana kipato cha mshahara wa TZS 400,000 tu kwa mwezi na kinakatwa kodi lakini wao 9,000,000 yote hawataki kulipia Kodi..!!

Kwa hiyo, mpaka hapo hawa wabunge na Spika wao Ndugai wanajua kuwa ndugu zao hawa (Gwajima na Silaa) wameonewa tu. Hii ni mbaya sana na haifai kabisa...!!

Cha kushangaza eti hata Msukuma na Lusinde walikosekana kwenye ile list ya kujadili mpango wa umbea huu. Sababu ni moja tu, NAFSI ZAO ZINÀWASUTA...!!

4. Lakini ili tupone na ili tufike tunakotakiwa tufike, haya hayana budi kutokea sasa...!!
Ni nani anawakilisha ulimwengu wa Roho? huu ni utapeli mtupo hakuna kitu hapa usipotoshe umma wa watanzania.
 
Linapofika swala la maslahi yao hawa wabunge si wa upinzani Wala chama tawala,lao ni moja.
Nilitegemea wabunge was zamani Kama Msigwa,Lema,Lissu wangetolea ufafanuzi juu ya swala la kulipa Kodi, nao Kimia kulikoni?
Wanawaza uchaguzi ujao, wakifanikiwa kuingia ndani maneno yao yasiwatafune wenyewe
 
Taarifa ya Kamati ya haki, maadili na Madaraka ya bunge iliungwa mkono na Spika wa Bunge kabla ya kuanza kujadiliwa na bunge (baada tu ya Mwenyekiti wa kamati kutoa hoja). Tafsiri ni kuwa ilielekeza wabunge nini kinachotakiwa na Spika. Muelekeo ulikuwa ni kuunga mkono hoja na sio vinginevyo.

Taarifa ya kamati ilichangiwa na takribani wabunge 10 au 11, kati yao wabunge 8 walikuwa ni wajumbe wa kamati iliyotoa hoja (iliyowasilisha taarifa). Haieleweki kama walipangwa (waliandaliwa) kuchangia, au wabunge wegine hawakuwa na maslahi (interest) kujadili taarifa au ilitokea tu coincidence kwa Mheshimiwa Spika kuchagua wabunge hao;

Je, ilikuwa sahihi kwa wabunge ambao ni wajumbe wa kamati kujadili taarifa ya kamati yao?
Ukisoma kanuni za bunge za mwaka 2020, zipo kimya, hazijaeleza kuhusu hilo kama wajumbe wa kamati wanaweza kuchangia taarifa ya kamati yao au la. Hata hivyo, mazoea (Good Practice) katika sekta tofauti (ikiwa ni pamoja na Mamlaka za Serikali za Mitaa) ni kuwa wajumbe wa kamati husika huwa hawaruhusiwi kuijadili taarifa ya kamati yao baada ya kuwasilishwa isipokuwa wajibu wao ni kuitolea ufafanuzi pale wajumbe wasio wanakamati wanapohoji. Kilichofanyika bungeni jana ilikuwa ni kwenda kinyume na good practice kwani karibu asilimia 80 ya waliochangia taarifa walikuwa ni wajumbe wa kamati. Madhara ya wajumbe kujadili taarifa yao wenyewe ni kuwa na majibu tegemewa (expected answers), kwamba isingewezekana kwa wajumbe hao kujadili tofauti na kilichowasilishwa na wao wenyewe (hoja iliyopo mezani) maana ingekuwa ni kujikata mitama. Kwa mazingira haya ni rahisi kuhitimisha kuwa azimio la bunge la tarehe 31 Agosti 2021 lilikuwa ni la kupangwa.​

Yaani kuthibitisha kuwa wanalinda sana maslahi yao, Sio Mwenyekiti wa Kamati wala wachangiaji wa hoja walioweza kutaja kiwango cha mshahara wa mbunge. Wote walikuwa wanazunguuka na hata kwa Jerry Slaa wakasema amekiri kuwa basic salary inakatwa kodi, hawakutaja basic salary ni shilingi ngapi. Bunge hilohilo huwa linapitisha kwa kutaja wazi viwango vya kima cha chini vya mishahara kwa waajiriwa wa serikali na sekta binafsi, Tshs. 150,000/= serikalini. Hakuna mbunge aliyewahi kuonesha Salary Slip yake (hii ni mpaka kwa wabunge wa upinzani waliokuwpo bunge lililopita na wanalalamikia wabunge wa bunge la sasa). Hakuna mtanzania anayeweza kusema kuwa mshahara wa mbunge exactly ni shilingi kadhaa, imefichwa hivyo watu wamebaki kukisia kisia tu.

Jerry Slaa amesema mshahara wa mbunge haukatwi kodi, Kamati ya Bunge badala ya kuwaita TRA waje kuthibitisha kama wanatoza kodi mshahara hu au la, wao wanamleta mhasibu wa bunge hilohilo linalotuhumiwa kutolipa kodi mishahara, atathibitisha nini huyu?
