Four-lane plan for Dar es Salaam - Morogoro highway

A UNITED States firm, C & Properties and Partners, has shown interest in undertaking an expansion work on the Dar es Salaam-Morogoro highway, notorious for traffic accidents, to four lanes.

The Minister for Finance and Economic Affairs, Mr Mustafa Mkulo, and the firm's head, Mr Meir Kohen, had exchanged an initial Memorandum of Understanding (MoU) on the project, a statement said on Tuesday.

Speaking on behalf of the Tanzanian government at the ceremony, the minister told the firm's management: "We've received your application for the project with great pleasure and we are happy to learn that you've agreed to invest as we wished.

"But kindly give us two weeks beginning in October 10, 2010 to enable us prepare for you a comprehensive report on the road project from Dar es Salaam to Morogoro as we anticipate to get further details on it from the Ministry of Infrastructure Development as well as views from the government in general," he said.

After receiving the government report, the New York-based firm will require six months to undertake a feasibility study on the project as well as visit the country to see what to do and to get expert advice.

In case the firm was unable to accomplish the study within the specified period, the government would be obliged to grant it another 90 days, said the statement.

"To cope with the current trend of joint business undertakings, it is better to involve the participation of the private sector," said Mr Meir.

The statement said since the project was self-funding, the shareholding structure is expected to stand at between 75 and 80 per cent for the private sector and between 20 and 25 for the government.

"This is a large and unique project whose cost would be determined after the completion of the feasibility study," said the statement.

Hizo kazi siku hizi zinatolewa mitaani tu bila kutumia Sheria ya Manunuzi ya Uma? Hiyo kampuni ya Kimarekani inaingiaje Memorandum of Understanding na serikali bila ushindani? Tutajuaje kuwa gharama ya mradi haitawapendelea hao 'waewkezaji' na kutunyonga sisi kama ilivyo kwenye mikataba ya madini? Mimi nanusa raundi mpya ya ufisadi kwa kipindi cha lala salama cha JK.

Kwani siunaona Bwana Meir amedoke kama jinsi ruge anavosema kuhusu ushindani? Marekani hicho hakiwezi kutokea kiholela. Meir anajua kama kuna dili labda, kwa maana hiyo akiingia hii contract, na ikadhihika kuwa kuna UDHALIMU umefanyika, kwanza jambo la kwanza Meir anatakiwa aingie kizimbani kwa sheria za marekani. Jambo la pili, waziri mkuu anae kuja anaweza akawaka kizimbani. Nadhani ruge amepatia, ukizingatia waziri anahitaji wiki mbili tu ya kuikagua (review) report ya hawa jamaa. labda sikuelewa vizuri unajua kiingereza hunipinga chenga sometimes.

Briefly my friends, This is a sign of a dhuluma!. Just read a couple of times the Daily News report to get the feels. Just start small. 1. why the feasibility study has to be by foreing corporation and we have done that for years and years. mybe its time to have a local company to the work. alot of people will get a jobs on that, I am sure we agree on that. 2. Why do they (C&P$P) invest on their own on the fesibility study instead of waiting to get somekind of guarantee. They (Meir and company) could have done this by them selves, I have done feasibility study and its not that expensive. They cant just sit in new and not to want to take risks in african investment. it's a redbullst. you wanna make money in tanzania you take a risk just like all of us. Do not wait till the old people (most of them parents with grand kids) come to you. I think, either C&P&P is getting into behind close door deals or its just accepting the ruining of our farthers land. Its time go against business that corrupts politian. I would like a list of companies you think has corrupted politicians: Not for bad reasons offcourse, they need to know its not on their best interest to pacify corrupted leaders. Just look at history and you will know this.

Mr. Ruge, do us a favor, Lets us get a representative of either C&P&P or from the Ministry of Finance and. Walete watufundishe. or any JF member is welcome to support this effort before the contcts goes thru. Remember, they have done their very good job of informing us about this. so, we just want to know more details. Lets not forget the donners if you get someone from watoa misaada, bring them Jamvini. 😛

I think the local contracts can partners with a c&pp. I think there are local small company if its given opportunity it can do a road its just a four lane in a quite short distance. They may wanna a due dilligent big name and small subcontracts to each villege and towns that the road go thru. So many times the villege people and small towns can benefit out this contract and improve velocity of money, instead of giving it say for an instance 3 very rich companyies with millions of dola in a bank just sitting.

Who told this company that the TANZANIAN government needs a four lane road?

I think there is ground to suspect fraud, in the initial phase of planning the project. They need to be careful, I am sure the Comptroller of Tanzania is watching. or reading this at least.
