Ambassador Malecela was the Tanganyika Consul to the United States in 1962 and Secretary of his country’s Mission to the United Nations at the same time. In 1963, he was appointed Regional Commissioner of Mwanza Region (on the shores of Lake Victoria), and during this period he was Chairman of the Western Cotton Advisory Board. He graduated from the Sydenham College of Commerce and Economics of the University of Bombay, India, in 1959, and went to Cambridge University, England, at the end of 1961 for post-graduate work in administration. He was born on 20 April 1934.
