Rwanda sets course on being the best in Africa

Recently, in an interview in Japan, President Paul Kagame of Rwanda said his desire was to make Rwanda “the Singapore of Africa.”

True to his word, Kagame has put in place systems to change the image and status of the country, making it different from the rest of other African nations. Currently, Rwanda is ranked highly in terms of security and economic and political growth.

President Kagame took leadership of Rwanda in 1994 at a time when the country was reeling from the effects of the genocide, which saw almost one million people killed.

Kagame restored peace and security in the country by preaching peaceful co-existence among Rwandans.

Though many Hutus fled Rwanda in 1994, afraid of revenge killings by the Tutsi, Kagame has promoted peaceful co-existence and encouraged Rwandans to focus on the future.

Among the laws designed to encourage co-existence is the ban on “tribes,” through a new identification card system that only cites the nationality of citizens, leaving out the tribe.

While many heads of state in Africa travel in limousines with more than 30 escort cars, Kagame travels in a convoy of not more than three cars and at times, according to Kigali residents, drives himself with at most one police escort car.

Top civil servants including permanent secretaries buy their own vehicles instead of wasting taxpayers’ money by using government vehicles.

Ministers and top civil servants are friendly, simple and approachable.

“We are trying our best to make our country different and to make the people of Rwanda comfortable and peaceful,” said Rugira Amandin, Permanent Secretary in the Ministry of Foreign Affairs and Co-operation.

Appointments to government positions are based on merit and performance and not loyalty and a number of young women and men aged 30-40 years have been appointed to key positions in government such as the military, civil service, police and Civic authorities etc.

Most cabinet ministries are appointed and are not Members of Parliament, as happens in other African countries.

Kagame has also maintained gender balance in his Cabinet, with women taking up 55 per cent of the seats, the highest in the region.

Kigali is generally a safe city, yet one hardly ever sees a police officer on patrol at night except for those directing traffic.

The police in Rwanda conduct themselves with dignity, and do not engage in corrupt practices such as asking for bribes.

Nkubito Zakaria and Havugarimana Francis, both imprisoned for participating in the genocide, described Rwanda police as, civilised and gentle. “The prison warders are human and they treat you with respect,” said Nkubito.

President Kagame is determined to bring change to his country. He has put in place systems that unite Rwandans.

His dream of making Rwanda the Singapore of Africa is not just a dream, but a workable plan already being implemented.

Prices of petroleum products in Rwanda are the same as in Kenya now evenn though Rwanda imports fuel and nearly everything else through Kenya and Tanzania.

The government has declared the last Saturday of the month “cleaning-up day” and everybody irrespective of status in society is expected to stay home from 8am to 11am cleaning their compound and vicinity.

Cars are not allowed on the roads during this period without good reason, apart from ambulance and fire department or police vehicles. President Kagame also does cleaning chores at his residence on this.

Retired Captain Eugene Ntambara, who fought with Kagame to liberate Rwanda in 1994 said, “He is an honest man.

He will make it if power does not go into his head as has always been the case with African head of states.” He urged Kagame to soldier on with the good work and to set a good precedent in Africa by retiring peacefully and honourably when his term expires.

According to Salim Talib of the Institute for Democracy in East Africa, the Barack Obama phenomenon is rightfully needed in Africa.

“We need a new crop of young leaders to drive the continent forward. Name any country in Africa today and, probably, with the exception of Rwanda, it suffers from bad governance,” he said.
 
Kigali set for wireless broadband
The government of Rwanda through Rwanda Information Technology Authority has started construction of a high speed and large capacity fiber optic infrastructure for Kigali city and its suburbs.

Completion of work to build Kigali Metropolitan Area with deployment of Wibro technology on the network has been set for December this year.

This will be followed by extensive works to build the robust national optic fiber, covering the entire country, which will come to completion by end of 2009.

“This project will play a strategic role in the realization of vision 2020 since most of other ICT projects are entirely dependent on infrastructure,” says, Mr. Nkubito Bakuramutsa, the RITA Executive Director.

“This project will connect government institutions, provide high quality connectivity to homes, grow businesses and stimulate the private sector through affordable and reliable broadband services,” further explains the RITA Executive Director.

This project is anticipated to encourage competition and lower prices on ICT services by providing an alternative fiber optic cable and other various types of access networks. It will also improve ICT service quality and provide various added services.

He says; “This is a very critical project that will accelerate the development of communication sector as well as national development. ICT is a crosscutting pillar for Rwanda’s Vision 2020 and this infrastructure bodes well with the country’s development roadmap.

The government wishes to put up an infrastructure that is also open to the private sector in pursuit of embracing the Public-Private Partnership model

Nyerere spoke very strongly against the Rwandan genocide. there is no reason to believe that he wouldnt have condemned the genocide in Congo in which Rwanda and their proxies were involved.

I am just trying to figure out, what kind of a person are you! There's no living human being behaving your way. You must a ghost or something! Every living man who can think knows who killed Laurent Kabila. What do you know?

No matter what you say, the truth will always prevail. Kagame is a killer and before you know it, he will lose the support of UK & US. And that will mark the end of his brutality! Somebody mentioned that his only advantage is "he belongs to the minority tutsi". Some people spare him for that. But if there's a God, mwisho wa Kagame sio mzuri.

Naona weye koba una agenda nyingine....what did I ever do to you ndugu? And before you jump into any crazy conclusions...I totally agree with zungupule....Kagame is a dictator! I am a Tustsi, but I do not support Kagame! The bottom line is, you support Kagame, and some of us don't! End of story.
