IMHO, The only way to ensure transparency,accountability and good governance is to make sure there is strong opposition(in rare cases),civil societies and activists.
If the government is weak/bad and the opposition,civil societies/activists are strong,the government will have no option but to deliver to its citizens, but if you have a good government(in rare cases) and weak opposition,no one will notice the difference between the good and bad government.
