Is BOT still relevant?

I would like to know if Tanzanians should continue to allow The Bank of Tanzania (BOT) to continue to be a custodian of our exchange rate mechanism and continue to regulate banks operating in the country. How much fees/levy has been paid by foreign Banks since they were allowed to operate in the country? By what degree have they managed to protect the interests of the country? What sanctions have they taken, if any to the Banks which flounder the regulations?

The case as an example is The Bank of England which has its tail on top of the game:
