He is suggesting that in order to improve English language proficiency and confidence of the majority of graduates the medium of instruction in public primary school should be in English (follow this link to read the full article Home).

Questions: 1. did he do his primary education in English? 2. are Tanzanians who are confident did their primary education in English? 3. how did he build his confidence? 4. is what he is proposing theoretically and empirically workable in our environment? 5. is this not an individual initiative as we see we have witnessed some people attend English language learning and teaching lessons in Dar es Salaam, for example, at British Council Dar es Salaam?

He sounds that he is confident while forgetting that possibly he has developed that ability when he was doing his PhD in the developed world where he used English language 24/7.

I expected to hear from him a sound argument, that is, the one with concrete reasons, principles, evidence, and acknowledgement. And this is one of indicators of a good professor.
