Is Tanzania near bankruptcy? Fitch ratings said so

I was reading Fitch rating magazine, it looks like Tanzania's economy is not doing well as it has been claimed by our leaders , Tanzania rating has been downgraded from orange means under observation to just above default status.

what does all mean in simple English ?
The ability of Tanzania to repay the debt is questionable.

journalist may help the nation by asking Chinese professor jk while he is telling the nation our economy is doing well (in which most Tanzanians disagree) how come our credit rating has been downgraded to near junk status ??? this question can also be thrown to Prof. Nduli too
