National Super Alliance (NASA) allied MPs made good their threat to boycott President Uhuru Kenyatta's address to the 12th Parliament on Tuesday afternoon.
Also conspicuously missing in the traditional event was Chief Justice David Maraga and judges of the Supreme Court.
Only Webuye West MP Alfred Sambu (ANC) attended from the opposition coalition.
Cabinet Secretaries Najib Balala (Tourism), Eugene Wamalwa (Water), Fred Matiang'i (acting Interior), Henry Rotich (Treasury), Mwangi Kiunjuri (Devolution) attended the address by the Head of State.
The Clergy led Anglican Archbishop Jackson Ole Sapit and a number of diplomats were also present in the address.
In his speech, President Uhuru moved to assure Kenyans and the international community that there was no vacuum in the top leadership as the country prepares for a fresh elections following nullification of August 8th election.
The President said the Constitution was clear that the term of a president ends when another takes Oath of Office.
"The set term of a president is embedded until a new one is sworn in as per the Constitution. I want to assure every Kenyan and the world that every arm of government is in place and operational. There is no lacuna,” he said.
He also insisted that he disagreed with the Supreme Court verdict that annulled his election but accepted it because he respect the rule of law.
“I have previously demonstrated this before, when I conceded defeat in 2002 and heeded summons from an international court when I knew I was facing trumped up charges,” he said.
He further warned that the government will not allow anyone to disrupt peace and asked political leaders to avoid making inflammatory remarks.
He congratulated Members of the National Assembly and Senators for their election in last month's polls.
