MPs to debate KDF proposal to join Amisom

The decision to have the matter discussed was made by Deputy Speaker Farah Maalim on Wednesday morning following the notification to Parliament by Defence minister Yusuf Haji.

Parliament is required to consider and possibly approve the request by the continental body for the Kenya Defence Forces (KDF) to join the African Union Mission in Somalia (Amisom).


The request to have the KDF rehat- to operate in Somalia at the behest of the AU and wear the green berets of their forces- was approved by the Cabinet at a meeting on Tuesday.


Parliament could be asked to debate the matter in camera as Kiema Kilonzo (Mutito, ODM-K) sought to have the Speaker ask for the discussions to be closed.


But Mr Maalim cut him short and asked him to make the request when the time comes for the debate to proceed.

this is not happening out of thin air. kenya could have volunteered for the AMISOM force a long time ago, so WHY NOW?

i got two hypothesis for that question but for now ill wait.

i have always maintained that KDF seem to make some very calculated moves based on some impeccable intelligence. when it comes to the tactics, i am not listening to what the KDF spokesman is saying but rather watching what they are doing.

the only flaw i can pick out in this KDF operation is that the military leadership is baby sitting the executive branch of govt. the military has a well set out plan but the executive is holding them back. that is the only criticism i can dish out towards operation linda nchi

anyways, overall i think the KDF is doing a good job. as long as we are in somalia killing those al-shabaab roaches, then i got no complains.

MPs demand an exit strategy

MPs supported the government decision through a motion introduced to the House by Defence Minister Yusuf Haji on Wednesday authorising the Kenya Defence Forces currently in Somalia to serve under the African Union Mission in Somalia. , but called for caution and the need for an exit strategy.


They urged the government to look for a structure where the Kenya Defence Force enjoys some degree of command and operational independence.


The 9,000-strong Amisom forces currently operating in Mogadishu are commanded by a Ugandan general and it was not immediately clear whether this would continue to be the case when the KDF join the mission.


Defence assistant minister David Musila said it would be a grave mistake to leave the operation half-way, cautioning that this would expose Kenya to danger. Source: Kenyan troops join AU Somalia mission *- News*|nation.co.ke

MISSING IN ACTION KDF SOLDIERS
Kenyan military is in the meantime yet to explain the whereabouts of two soldiers who were abducted by Al Shabaab militants in July, three months before the invasion into Somalia to crush the gang.

Reports had been that the two were being held in Kismayu port. They had been held in Afmadow before being moved to Kismayu.

According to reports, Afmadow is the town where two Kenyan soldiers, Evan Mutoro and Jonathan Kangogo, captured by Al Shabaab militia on July 24, were detained before being taken by their captors to the coastal town of Kismayu.

The two soldiers are still unaccounted for, the military says.

Kenyan soldiers rolled into Somalia on October 16, three days after the attack on the Spanish women and days after similar others in the Coast.

Meanwhile abducted Spanish Aid workers have been spotted in Somalia
Two MÈdecins Sans FrontiËres (MSF) staff who were abducted from Dadaab refugee camp have been spotted in a town inside Somalia.

According to MSF spokesperson Judith Akelle Waguma, two foreign women, fitting the description of Montserrat Serra and Blanca Thiebaut were spotted in the streets of Afgoye (Benadir, Somalia) on Sunday afternoon.

The two were abducted on October 13 while providing humanitarian assistance to Somali refugees by gunmen who also shot and injured their driver in the attack.

It is now two months since their abduction and efforts to locate the Spaniards are ongoing.

According to a statement, MSF has established contact with local representatives and is requesting local support to ensure that, if true, the MSF staff members are safe, well-treated, and that their forthcoming release might be arranged soon.

Opinion: The Biggest Dilemma, if our military in Somalia quits too soon........

Don't be alarmed if you are a little confused about the military situation in Somalia. You are not alone.

Is Operation Linda Nchi over? Are we safer now from Al-Shabaab and Al-Qaeda?

The army was sent across the border to pursue and destroy Al-Shabaab, which is accused of terror attacks across the region, and of abducting tourists.

There was also the feeling that the economic future could not be assured unless Somalia was stable, and not a nest of terrorists.

Barely 100 miles from the Somali border, Kenya is planning to invest $250 billion in the new Lamu port and transport corridor.

The Kenyan economy was becoming uncompetitive because of the cost of insurance and the flood of smuggled goods flowing through Kismayu and Eastleigh into the country.

By being placed under the African Union, the Kenyan military loses operational independence and possibly can't pursue these objectives with the same vigour.

One gets the impression that the thinking about Operation Linda Nchi has undergone fundamental change. For one, it appears that the Transitional Federal Government's ill-trained soldiers are going to see a bit more of the action.

Military types tell me that the TFG has been wanting Kenya to take a backseat. So the Kenya Defence Force will provide "logistical, operational, tactical and aerial combat support", leaving the control of "the contact/ordeal combat" to the TFG's fine troops.

I suppose the slaughter of TFG soldiers by Al-Shabaab last week was the first proof of this experiment in putting TFG forces in control of the "ordeal combat".

I heard that Kenyan troops were 17 kilometres away when TFG forces were having "contact" with Al-Shabaab that left 11 of them in the grave and about 50 needing hospital treatment.

Maybe there is a possibility that Al-Shabaab is so weakened that it is just a matter of time before it abandons its remaining strongholds near the Kenyan border and retreats further inland.

One senses that the military, which has not got the full credit for subtle cunning and ruthlessness, senses that it can do a deal with a weakened Al-Shabaab, provided the extremists renounce terrorism and surrender to the TFG. That way, Kismayu could be taken without a shot being fired.

Clearly, in the re-hatting, the military and its civilian bosses see an early exit strategy. And here lies the danger.

We civilians have little idea of how terrible and painful war is. Soldiers do and that's why they are the least warlike of people. It makes some kind of sense, therefore, to want to shorten the operation as much as possible, particularly before it bankrupts the country.

But the solution to Somalia is not a military one. The job of the guys with the guns is to clear out the madmen, the extremists and the terrorists, and create the conditions for the real job to begin, the job of state creation.

Somalia is a basket-case, in terms of state collapse, worse than any in modern history; a society which has gone for 20 years without government.

The things people take for granted – a system of recognised and enforced rights, a road, a clinic, safety in your own home, schools for your children, the confidence to plan your life for the next 50 years – are unknown to the Somali.

Somalia is not so much in a state of war as in a state of lawlessness. There is money to be made and anarchy, for the strong, is the highest and most immoral level of freedom, where the mighty can do as they wish without accountability.

The biggest job will be to teach those born in anarchy to curb their passions and get the mighty to subject their actions to the moderation of the law.

If the military packs up too soon, then all the gains made will be lost in a matter of months and all the sacrifice and money spent will have been for nothing.

No one, even the so-called pacifists wants pirates emboldened to the point of taking ships at the mouth of the Kilindini Channel or abduction of holidaymakers becoming a viable line of business for anarchists.

The solution to the security problems caused by Somalia is a long-term engagement, not a fly-by-military operation.

Re-hat, by all means, but sensible ordinary people like myself would rather make sacrifices and pay the costs now than risk the long-term welfare of our society.

Complexity of Somalia politics
- Somalia MPs want the United Nations to replace its representative Augustine Mahiga for allegedly failing in his duties.

- They blame the cumbersome sponsored UN road map

- The roadmap has four pillars: Reconciliation, security, constitution process and good governance, which have to be addressed effectively while building consensus among Somalis.

-The Somalia MPs said it was wrong for UN Political Office for Somalia (UNPOS) to support the doubling of Somalia MPs to 550 a size they said is incompatible to the country's population, resources and "unacceptable to a war-torn country".

Aibu gani...Al-Shabab have lost control of all the towns along the border with Kenya that they controlled and are on the run in the Southern sector. The buffer zone is now a reality on the ground and KDF have freedom of action in Southern Somalia... Kismayu, their principal revenue source, is blockaded and they are being bombed on a daily basis. The only response that they (and their supporters, not least on this forum) have been able to muster is throwing barbs on the internet :lol: > If this is failure, then let us fail some more.

As for whether "tumekimbia". Yes, maybe we have, but it's because ni vigumu sana kujibishana na watu wanashindia upuzi!
